<strong>Mov<strong>in</strong>g</strong> <strong>forward</strong> <strong>in</strong> <strong>Zimbabwe</strong><br />

Reduc<strong>in</strong>g poverty and promot<strong>in</strong>g growth<br />

mean<strong>in</strong>g and <strong>in</strong> some areas over-exploitation is rife – sometimes<br />

out of desperation and sometimes out of greed. In the post-crisis<br />

period there needs to be a focus on ensur<strong>in</strong>g that state <strong>in</strong>stitutions<br />

are revitalised and beg<strong>in</strong> to work aga<strong>in</strong>. Particular emphasis should<br />

be placed on strengthen<strong>in</strong>g the capacity of the Environmental<br />

Management Authority to function at sub-national level, as it is <strong>in</strong><br />

these areas that most of the work needs to be done.<br />

Second, the rural restructur<strong>in</strong>g that occurred as a result of Fast<br />

Track Land Reform has changed the dynamics of environmental<br />

stewardship, and attitudes and patterns of resource use. This<br />

change has affected both wildlife and forestry products directly.<br />

Deforestation has risen significantly due to reduced protection and<br />

<strong>in</strong>creased demand for fuel wood as paraff<strong>in</strong> and electricity became<br />

less available. While the exact rate of deforestation <strong>in</strong> <strong>Zimbabwe</strong> is<br />

unknown, estimates suggest ranges between 100,000 and 320,000<br />

hectares per year. An audit of the state of the environment <strong>in</strong><br />

<strong>Zimbabwe</strong> is now needed. This could be one of the first confidencebuild<strong>in</strong>g<br />

measures the M<strong>in</strong>istry undertakes to re-assert its control<br />

over the environment agenda. <strong>The</strong> audit could form the basis for a<br />

new vision on the environment and provide entry po<strong>in</strong>ts for other<br />

actors to promote susta<strong>in</strong>ability.<br />

Third, despite the nom<strong>in</strong>al <strong>in</strong>volvement of the government <strong>in</strong><br />

global environmental debates, serious work on global environmental<br />

change <strong>in</strong> <strong>Zimbabwe</strong> – particularly how climate change will affect<br />

the country and adaptation strategies – is desperately needed. If<br />

ra<strong>in</strong>fall patterns <strong>in</strong> Southern Africa are chang<strong>in</strong>g, research on issues<br />

such as drought resistant crop varieties and alternative land uses is<br />

urgently needed.<br />
