<strong>of</strong> the required quality. Applicants for recognition need to demonstrate against the following key<br />
criteria for awarding body’s procedures:<br />
• plan <strong>of</strong> provision<br />
• corporate governance<br />
• administration, including resources, equality <strong>of</strong> opportunity, expertise, centre<br />
registration/approval, data requirements, reasonable adjustments <strong>and</strong> special consideration,<br />
awards outside Engl<strong>and</strong>, Wales <strong>and</strong> Northern Irel<strong>and</strong>, issuance <strong>of</strong> certificates, enquiries <strong>and</strong><br />
appeals procedures, dealing with malpractice, customer service statements, monitoring <strong>and</strong><br />
evaluation, use <strong>of</strong> languages. 32<br />
2. Centre approval: awarding body organisations are responsible for centre approval. Different<br />
processes will apply to each awarding body organisation, however the Statutory regulation <strong>of</strong><br />
external qualifications in Engl<strong>and</strong>, Wales <strong>and</strong> Northern Irel<strong>and</strong> (2004) 33 outlines in the<br />
recognition process <strong>of</strong> an awarding organisation body the requirements for approving centres:<br />
Each centre:<br />
a) Identifies a single named point <strong>of</strong> accountability for the quality assurance <strong>and</strong> management <strong>of</strong> the<br />
qualifications.<br />
b) Has the resources <strong>and</strong> systems necessary to support the qualifications.<br />
c) Undertakes to use buildings for assessment purposes that provide access for all c<strong>and</strong>idates, in<br />
accordance with relevant legislation.<br />
d) Undertakes to use staff <strong>and</strong>/or associates who have the necessary competence in the subject matter<br />
<strong>of</strong> the qualifications, assessment procedures <strong>and</strong> language(s) used for assessment; <strong>and</strong> has the<br />
systems that ensure consistency <strong>of</strong> st<strong>and</strong>ards <strong>and</strong> support equality <strong>of</strong> opportunity.<br />
e) Documents the respective roles, responsibilities <strong>and</strong> accountabilities <strong>of</strong> each partner, with clear<br />
lines <strong>of</strong> communication between the partners, where a centre is a partnership arrangement between<br />
organisations.<br />
f) Agrees to provide the awarding body <strong>and</strong> the regulatory authorities with access to premises, people<br />
<strong>and</strong> records, <strong>and</strong> to cooperate with the awarding body’s monitoring activities.<br />
For Scotl<strong>and</strong>, processes are similar however SQA Accreditation undertakes the approval process for<br />
awarding body organisations <strong>and</strong> for approval <strong>of</strong> centres.<br />
1. Awarding body organisations: SQA Accreditation, which is an autonomous arm <strong>of</strong> SQA, has the<br />
statutory role <strong>of</strong> approving awarding bodies. Criteria are documented in the Awarding Body<br />
Criteria (2007) 34 <strong>and</strong> include:<br />
• Statement <strong>of</strong> Excellence 1—Governance <strong>and</strong> leadership<br />
• Statement <strong>of</strong> Excellence 2—Quality enhancement<br />
• Statement <strong>of</strong> Excellence 3—Administration <strong>and</strong> support<br />
• Statement <strong>of</strong> Excellence 4—Qualification development <strong>and</strong> design<br />
• Statement <strong>of</strong> Excellence 5—Assessment <strong>and</strong> verification.<br />
2. Centre approval: There are two types <strong>of</strong> approval:<br />
• Approval as an SQA centre—to ensure that the centre has the management structure <strong>and</strong><br />
quality assurance systems to support the delivery, assessment <strong>and</strong> internal verification <strong>of</strong><br />
SQA qualifications.<br />
• Approval to <strong>of</strong>fer specific qualifications—which relates to approval to <strong>of</strong>fer specific<br />
qualifications, that the centre has the staff, reference <strong>and</strong> learning materials, assessment<br />
materials, equipment <strong>and</strong> accommodation needed to deliver <strong>and</strong> assess the specific<br />
qualification. Also checked is the internal verification system to ensure that it meets SQA<br />
quality requirements. 35<br />
