Course approval <strong>and</strong> accreditation<br />

Tertiary education organisations wishing to receive government funding or enrol<br />

international students in a course must have that course quality assured. This process<br />

results in approval <strong>of</strong> the course <strong>and</strong> accreditation to deliver it, <strong>and</strong> is based on set<br />

criteria. The criteria applies to all tertiary education organisations for all types <strong>of</strong><br />

courses <strong>and</strong> qualifications.<br />

The criteria for course approval <strong>and</strong> accreditation are:<br />

• the adequacy <strong>and</strong> appropriateness <strong>of</strong> the title, aims, stated learning<br />

outcomes <strong>and</strong> coherence <strong>of</strong> the whole course<br />

• the adequacy <strong>and</strong> appropriateness <strong>of</strong> delivery <strong>and</strong> learning methods, for<br />

all modes <strong>of</strong> delivery, given the stated learning outcomes<br />

• the adequacy <strong>of</strong> the means <strong>of</strong> ensuring that assessment procedures are<br />

fair, valid, consistent <strong>and</strong> appropriate, given the stated learning<br />

outcomes<br />

• the acceptability <strong>of</strong> the proposed course to the relevant academic,<br />

industrial, pr<strong>of</strong>essional <strong>and</strong> other communities, in terms <strong>of</strong> its stated<br />

aims <strong>and</strong> learning outcomes, nomenclature, content <strong>and</strong> structure<br />

• the adequacy <strong>and</strong> appropriateness <strong>of</strong> the regulations that specify<br />

requirements for admission, credit for previous study, recognition <strong>of</strong><br />

prior learning, course length <strong>and</strong> structure, integration <strong>of</strong> practical or<br />

work-based components, assessment procedures, <strong>and</strong> normal<br />

progression within a course<br />

• the capacity <strong>of</strong> the organisation to support sustained delivery <strong>of</strong> the<br />

course, in all delivery modes, with regard to appropriate academic<br />

staffing, teaching facilities, physical resources <strong>and</strong> support services<br />

• the adequacy <strong>and</strong> effectiveness <strong>of</strong> the provision for evaluation <strong>and</strong><br />

review <strong>of</strong> courses such as: monitoring the ongoing relevance <strong>of</strong> learning<br />

outcomes, course delivery <strong>and</strong> course st<strong>and</strong>ards; reviewing course<br />

regulations <strong>and</strong> content; monitoring improvement following evaluation<br />

<strong>and</strong> review; <strong>and</strong> determining whether the course will continue to be<br />

<strong>of</strong>fered.<br />

The resulting qualifications must also meet the qualification definition for the<br />

particular qualification type, such as certificate or diploma, as part <strong>of</strong> the register. 93<br />

In the sub-degree area, the analysis for course approval <strong>and</strong> accreditation is by<br />

documentation only against the criteria. Once the course has been approved <strong>and</strong> the<br />

tertiary education organisation accredited, the course is listed as part <strong>of</strong> that<br />

organisation’s accreditation.<br />

National Qualifications Framework accreditation<br />

The National Qualifications Framework accreditation process certifies education<br />

organisations to assess National Qualifications Framework unit or achievement<br />

st<strong>and</strong>ards <strong>and</strong> award credits for them. An appropriate combination <strong>of</strong> credits can<br />

result in the award <strong>of</strong> a national qualification.<br />
