Ontario—apprenticeships<br />

Overview Ontario was the first Canadian province to introduce, in 1929, a statutory based<br />

apprenticeship system. Apprenticeship training is governed by the Apprenticeship<br />

<strong>and</strong> Certification Act, 1998 <strong>and</strong> the Trades Qualification <strong>and</strong> Apprenticeship Act <strong>and</strong><br />

is administered by the Ontario Ministry <strong>of</strong> Training, Colleges <strong>and</strong> Universities.<br />

Scope<br />

The ministry administers both Acts <strong>and</strong> funds the in-school training portion <strong>of</strong><br />

apprenticeship programs. The ministry:<br />

• designates apprenticeship trades <strong>and</strong> occupations<br />

• develops on-the-job training st<strong>and</strong>ards, curriculum st<strong>and</strong>ards <strong>and</strong><br />

examinations<br />

• administers certification examinations<br />

• issues statements <strong>of</strong> completion (certificates <strong>of</strong> apprenticeship <strong>and</strong><br />

qualification).<br />

A training agreement is signed by the apprentice <strong>and</strong> employer (sponsor 71 ). In line<br />

with the agreement, the sponsor ensures that the apprentice is provided with<br />

workplace-based training <strong>and</strong> is available to attend the in-school component <strong>of</strong> their<br />

apprenticeship as arranged by the ministry.<br />

The Ministry <strong>of</strong> Training, Colleges <strong>and</strong> Universities is the accrediting body.<br />

The ministry produces training st<strong>and</strong>ards for on-the-job training as well as<br />

curriculum st<strong>and</strong>ards for in-school training <strong>and</strong> trade certification examinations.<br />

An organisation that wishes to deliver apprenticeship in-school training must apply<br />

to ministry. The ministry will review the application <strong>and</strong>, if approved, the<br />

organisation becomes a ministry approved training delivery agent (TDA). 72 The<br />

TDA must deliver the ministry approved curriculum, including appropriate facilities<br />

(equipment) <strong>and</strong> instructors.<br />

• The Ministry <strong>of</strong> Training, Colleges <strong>and</strong> Universities monitors training<br />

delivered at TDAs <strong>and</strong> at the workplace. The ministry employs<br />

approximately 200 employment training consultants who monitor the<br />

training experience. In addition, they visit TDAs to ensure proper training is<br />

being conducted.<br />

• Registered training agreements (see above).<br />

• Twenty-one trades require compulsory certification—the individual must<br />

have a valid certificate <strong>of</strong> qualification to practice the trade in the province.<br />

• Legislative <strong>and</strong> regulatory requirements are enforced by the Ministry <strong>of</strong><br />

Training, Colleges <strong>and</strong> Universities <strong>and</strong> the Ministry <strong>of</strong> Labour (health <strong>and</strong><br />

safety inspectors).<br />

There are no st<strong>and</strong>ards or requirements that apply to transnational delivery.<br />
