• have 48 months <strong>of</strong> occupational experience in the vocation for which<br />

instruction is given.<br />

If the vocation is governed by a regulatory body that specifies the qualifications<br />

required <strong>of</strong> instructors, the instructors at the private career college also have to meet<br />

those qualifications. The superintendent can also approve other instructors that are<br />

deemed to be pr<strong>of</strong>icient in the subject or vocation to be taught. Private career<br />

colleges may employ substitute instructors that do not meet the requirements as long<br />

as the total amount <strong>of</strong> the program taught by all unqualified instructors does not<br />

exceed 10 per cent.<br />

The conditions are also supported by a series <strong>of</strong> requirements noted in<br />

supplementary documents:<br />

Unless a private career college is approved to do so by the superintendent, it cannot<br />

establish an admission requirement that is less than following:<br />

• an Ontario secondary school diploma or equivalent, or<br />

• students are 18 years <strong>of</strong> age or older <strong>and</strong> pass a qualifying test that has been<br />

approved by the superintendent, or<br />

• meet other academic qualifications or minimum age requirements<br />

established as a condition <strong>of</strong> the superintendent’s approval <strong>of</strong> the program,<br />

<strong>and</strong><br />

• have met all additional admission requirements established by the college<br />

for the program.<br />

The training manual listed on the ministry website provides basic information in one<br />

document for private career colleges <strong>and</strong> includes:<br />

• student contracts<br />

• fee collection <strong>and</strong> optional fees<br />

• transcripts<br />

• complaint procedure<br />

• expulsion procedure<br />

• student file requirements<br />

• provision <strong>of</strong> a statement <strong>of</strong> student rights <strong>and</strong> responsibilities (supplied by<br />

the ministry)<br />

• international student requirements<br />

• trust accounts <strong>and</strong> fee refund for international students<br />

• advertising guidelines<br />

• program approval<br />

• student admission requirements<br />

• teacher requirements<br />

• program changes <strong>and</strong> ministry approval<br />

• operations <strong>of</strong> the college (keeping the ministry informed, record keeping)<br />

• appeals.<br />
