Question 16: What are some of the advantages and disadvantages of partnership (with government, non profit and private organisations) for the Athens Organising Committee? Advantages: • The government has allocated land and approved laws to facilitate the ongoing projects and to provide sponsorship. • The government has power and legal authority and can provide security. • Private companies can transfer their knowledge, experience and expertise about the planning, maintenance and running of various programs to the Athens Organising Committee. • The government can impose new taxes to create new funds for ATHOC. • The government has a huge budget through it can find ATHOC. • Governmental and other organisations can provide ATHOC with access to volunteers. • ATHOC can gain easy access to emergency services. • Nonprofit and private organisations are more flexible that the government. • Working together will result in being stronger to accomplish more ("unity is strength"). • Partnerships can foster national unity. Disadvantages: • Politicization of events and lobbying are likely to take center stage. • Conflicting interests between organisations involved including the government may upset the proper programming of the Games. • Polarization between the powerful organisations may compromise the Olympic Ideals. • There is the danger that the Olympic values will be spread incorrectly. • The Government is not as flexible as other organisations. • If private organisations invest in the construction of a building that will be used for the Olympic Games, they would be the official owners of it after the Games. Questions 17: How can you link with others you have met here at the IOA to pursue Olympic Ideals? 243
All groups were in agreement that in order for any of us to carry out this task it was very important that we continue to communicate with each other in a variety of ways. These were split into five categories or methods by which this communication could be achieved with optimum effect. Cooperation: It is important to remain in contact with the friends you have made here at the IOA in order to share information about successful programs. This may be taken further by joining forces and cooperating in specific projects, organising seminars or delivering talks and may be enhanced by exchanges of delegations to visit other NOA/NOCs. Visits: The promotions of multi-cultural exchange can be continues after you leave the Academy by visiting other participants in their own countries. Website: The new IOA Sessions' website (www.ioa-sessions.org) can be used as an effective tool for keeping in touch with fellow participants. This website can also be used to follow other sessions broadcast online and the archive section can be used as a resource. However, this site should be respected and only be used for creative means. The Internet can be used to exchange information quickly and also to stay in touch with individuals and groups through e-mail. IOAPA: By committing to the promotion of and participation in the International Olympic Academy Participants Association, we can remain in close contact with other people interested in Olympic Ideals. Spreading the world: By using the multiplier effect, each of us can share the names of IOA participants with other people working in the Olympic Movement within each other country and in so doing strengthen the network of people worldwide. Question 18: What can you do to advance the Olympic ideals in your own institutions (clubs, universities, NOCs, etc.)? Generally, the groups felt that the dissemination of knowledge and experience gained from the IOA Session would depend on the individuals' background, education, environment and community. As the ambassadors of the Olympic ideals, participants acknowledged that several successful programs are presently being implemented. These platforms can serve as a stepping stone for future strategies, at a global level, examples include the IOC Museums and Olympic Studies Center in Lausanne. These organisations inform and educate the public through educational programs, library and archival resources. At the national level, the growing number of National Olympic Academies, the programmes of Olympic Solidarity and Olympic Education reflect the endeavors in spreading the Olympic ideals. Participants agreed that they should: • Practice the Olympic ideals and lead by example. • Share the knowledge gained at the IOA Session. • Learn from the experience gained and the strategies used by other individuals. 244
