Reclamation has considered the best scientific and commercial information<br />

available and determined the potential effects of the proposed action on the l<strong>is</strong>ted<br />

species. Th<strong>is</strong> analys<strong>is</strong> shows that the proposed action may affect coho salmon,<br />

Lost River and shortnose suckers and will have no effect on the Applegate’s milk<br />

vetch and Oregon spotted frog. Th<strong>is</strong> analys<strong>is</strong> also indicates critical habitat for the<br />

coho and proposed critical habitat for the suckers may be adversely modified.<br />

Based on these conclusions Reclamation <strong>is</strong> requesting formal consultation under<br />

section 7(a)(2) of the ESA with the USFWS on the Lost River and shortnose<br />

suckers and their proposed critical habitat, and with National Marine F<strong>is</strong>hery<br />

Service (NMFS) on the coho salmon and their designated critical habitat.<br />
