Coho Salmon: Environmental Baseline<br />

Prior to the final l<strong>is</strong>ting of coho salmon under CESA, the California State F<strong>is</strong>h<br />

and Game Comm<strong>is</strong>sion directed the CDFG to develop a recovery strategy for<br />

restoring native California coho salmon. The primary objective of the recovery<br />

strategy <strong>is</strong> to return coho salmon to a level of sustained viability so that they can<br />

be de-l<strong>is</strong>ted and regulations or other protections under the CESA will not be<br />

necessary. Appendix II of NMFS 2007 presents the prioritized coho salmon<br />

recovery actions for the <strong>Klamath</strong> River <strong>Basin</strong> as found in the CDFG’s recovery<br />

strategy.<br />

Magnuson-Stevens Reauthorization Act <strong>Klamath</strong> River Coho Salmon<br />

Recovery Plan<br />

NMFS recently announced (72 FR 37512; July 10, 2007) the completion of the<br />

Magnuson-Stevens F<strong>is</strong>hery Conservation and Management Reauthorization Act<br />

<strong>Klamath</strong> River Coho Salmon Recovery Plan (NMFS 2007). Th<strong>is</strong> MSRA<br />

Recovery Plan, dated July 10, 2007, was prepared by the S<strong>out</strong>hwest F<strong>is</strong>heries<br />

Science Center. Th<strong>is</strong> document fulfilled the requirement that a recovery plan for<br />

<strong>Klamath</strong> River coho salmon be completed and made available to the public by the<br />

Secretary of Commerce within six months of the enactment of the Magnuson-<br />

Stevens F<strong>is</strong>hery Conservation and Management Reauthorization Act of January<br />

12, 2007.<br />

To develop the MSRA Recovery Plan, NMFS relied “heavily on the ex<strong>is</strong>ting<br />

recovery strategy developed by CDFG (2004)” (as cited on p. 38, NMFS 2007).<br />

The MSRA Recovery Plan presents long-range guidance for various agencies,<br />

organizations and individuals to use as they consider taking actions or pursuing<br />

projects that may affect <strong>Klamath</strong> River coho salmon.<br />

ESA Recovery Planning for the SONCC Coho Salmon ESU<br />

No recovery plan has been completed for the SONCC coho salmon ESU, but<br />

recovery planning <strong>is</strong> under way (NMFS 2007). As part of the recovery planning<br />

process, NMFS brought together a group of scient<strong>is</strong>ts to serve as a Technical<br />

Recovery Team to provide a scientific context for identifying necessary actions to<br />

help the ESU recover. The Technical Recovery Team was tasked to identify<br />

biological viability criteria for populations and the ESU that would lead to<br />

recovery and del<strong>is</strong>ting of the ESU; characterize associations between coho salmon<br />

abundance and habitat; identify factors of population declines within the ESU;<br />

and, identify research, evaluation, and monitoring needs (NMFS 2006).<br />

As mentioned earlier, the first phase of the S<strong>out</strong>hwest Region’s recovery planning<br />

efforts has been carried <strong>out</strong> by the Technical Recovery Team by identifying<br />

h<strong>is</strong>torical populations within the SONCC coho salmon ESU. In June 2006, the<br />

Technical Recovery Team released its h<strong>is</strong>toric population structure report for the<br />

SONCC coho salmon ESU (NMFS 2006). The final phase of recovery planning<br />

for the SONCC coho salmon ESU <strong>is</strong> underway (71 FR 53421; September 11,<br />

2006). Th<strong>is</strong> will cons<strong>is</strong>t of: a description of management actions to achieve the<br />
