the state.<br />

The electric power and energy of the <strong>Authority</strong> are sold principally pursuant to contracts and<br />

agreements described below. In addition to these sales, the <strong>Authority</strong> has executed short-term supply<br />

agreements that provide for sales by the <strong>Authority</strong> of power and energy for periods of short duration (less<br />

than one year) on terms and conditions mutually agreeable to the <strong>Authority</strong> and customers. Such sales are<br />

only transacted after all firm commitments are satisfied. The <strong>Authority</strong> also bids its generation and buys<br />

energy in the markets administered by the NYISO.<br />

Generally, the <strong>Authority</strong> has no obligation to meet load growth that may be experienced by its<br />

customers. However, pursuant to agreements with its SENY governmental customers, the <strong>Authority</strong> has<br />

assumed the load growth responsibility for its governmental customers in <strong>New</strong> <strong>York</strong> City and Westchester<br />

County (see ‘‘Marketing Issues and Developments,’’ below). In addition, the <strong>Authority</strong> serves the full<br />
