“Following a review of the proposals, the <strong>Authority</strong> recommends an award to the lowest-priced and<br />

technically qualified bidder, Quanta.<br />

“Quanta will focus on the evaluation of the following projects:<br />

- CEC Switchyard Life Extension & Modernization<br />

- Massena Switchyard Life Extension & Modernization<br />

- Niagara Switchyard Life Extension & Modernization<br />

- Corten Structure Member Reinforcement<br />

- PV20 Line Assessment, Replacement and Upgrade<br />

- Tower Painting - Complete System Painting<br />

“These projects have been determined to require a large financial investment to provide anticipated<br />

maintenance. Quanta will be responsible for performing risk of failure assessment and providing the <strong>Authority</strong> with<br />

interim and final reports detailing the areas to be addressed immediately within the next three years; short-term,<br />

within the next three to five years; and long-term, within the next five to ten years.<br />

“The scope of work will include field inspections and extensive reviews of maintenance records and<br />

studies. The work will be coordinated by Project Management and Transmission staff. As part of the deliverable,<br />

the consultant will provide preliminary schedules and cost estimates for implementing its recommendations.<br />

“Recommendations received from Quanta will be reviewed by the <strong>Authority</strong> and budgeted accordingly in<br />

future fiscal years.<br />

“In 2010, the <strong>Authority</strong> issued a similar Request for Proposal (‘RFP’) and awarded a contract to Quanta.<br />

Quanta was engaged with the <strong>Authority</strong> until the end of 2010, at which point funding constraints necessitated the<br />

need to postpone the project activities.<br />

FISCAL INFORMATION<br />

“Payments will be made from the <strong>Authority</strong>’s Operating Fund.<br />

RECOMMENDATION<br />

“The Executive Vice President and Chief Engineer – <strong>Power</strong> Supply, the Senior Vice President – <strong>Power</strong><br />

Supply Support Services, the Senior Vice President – Transmission, the Vice President – Project Management and<br />

the Vice President – Procurement recommend that the Trustees authorize the amount of $1,279,800 for the award of<br />

a contract to Quanta Technology to perform a condition assessment of the <strong>Authority</strong>’s Transmission System.<br />

“For the reasons stated, I recommend the approval of the above-requested action by adoption of a<br />

resolution in the form of the attached draft resolution.”<br />

The following resolution, as submitted by the President and Chief Executive Officer, was unanimously<br />

adopted.<br />

RESOLVED, That pursuant to the Guidelines for<br />

Procurement Contracts adopted by the <strong>Authority</strong>, approval is hereby<br />

granted to award a contract to Quanta Technology of Raleigh, NC, in<br />

the amount of $1,279,800, to perform a condition assessment of the<br />

<strong>Authority</strong>’s Transmission System, as recommended in the foregoing<br />

report of the President and Chief Executive Officer, as listed below:<br />
