Francine Evans, Executive Vice President, Chief Administrative Officer and Chief of Staff<br />

Ms. Evans joined the <strong>Authority</strong> in February 2009 and was promoted to her current position in<br />

September 2009. She manages multiple efforts in the administration of the business conducted in the<br />

President’s Office by advising on issues and policies that reach the President’s Office, following up on<br />

requests and initiatives of the President, and providing support and guidance on communications issues.<br />

Ms. Evans has more than 20 years of experience in public policy, media relations, journalism and<br />

management. She has served as the chief of staff for the presiding officer and majority caucus of the<br />

Nassau County Legislature, overseeing more than 30 staffers and managing the day-to-day activities of<br />

the legislature while coordinating with the administration. Prior to that role, she served as the press<br />

secretary and the director of public policy, where she advised the caucus on local, state and federal<br />

legislation and policy matters. More recently, Ms. Evans served as Chief of Staff and Public Information<br />

Officer for the Town of Huntington where she oversaw a team that included Economic Development,<br />

Intergovernmental Affairs, and Emergency Management. In addition, she handled all media inquiries,<br />

conducted press briefings, and served as official spokesperson for the Supervisor and Town Board. Ms.<br />

Evans holds a Masters degree in Public Policy from the State University of <strong>New</strong> <strong>York</strong> at Stony Brook.<br />

Judith C. McCarthy, Acting General Counsel<br />

Ms. McCarthy joined the <strong>Authority</strong> in her current position in January 2011. Before coming to the<br />

<strong>Authority</strong>, she served in the <strong>New</strong> <strong>York</strong> State Attorney General’s Office as the Assistant Attorney General<br />

in charge of the Westchester Regional Office. In this position, Ms. McCarthy represented the Attorney<br />

General in the region, brought affirmative litigation on behalf of the People of the State of <strong>New</strong> <strong>York</strong>, and<br />

supervised a team of attorneys representing <strong>New</strong> <strong>York</strong> State in all phases of litigation affecting<br />

Westchester, Rockland and Putnam counties. Prior to joining the Attorney General’s Office in 2002, Ms.<br />

McCarthy served as the First Deputy General Counsel for the <strong>New</strong> <strong>York</strong> City Human Resources<br />

Administration, Office of Legal Affairs. From 1992 to 1998, Ms. McCarthy served in the <strong>New</strong> <strong>York</strong> City<br />

Corporation Counsel’s Office, General Litigation Division, where she rose to the title of Deputy Assistant<br />

Division Chief. Ms. McCarthy received a Bachelor’s degree from Barnard College, Columbia<br />

University, and a Juris Doctorate from CUNY Law School at Queens College.<br />

Donald A. Russak, Senior Vice President - Corporate Planning and Finance<br />

Mr. Russak was appointed to his current position in 2008 after having served as Vice President-<br />

Finance from 2003 to 2008. He is responsible for the <strong>Authority</strong>’s budgeting, strategic planning and<br />

financial planning activities and also has oversight of the revenue planning and physical asset insurance<br />

functions. Mr. Russak joined the <strong>Authority</strong> in 1979 and held several positions in the marketing,<br />

transmission and finance departments including the positions of Senior Economist from 1987 to 1997 and<br />

Director-Financial Planning from 1997-2003. Prior to joining the <strong>Authority</strong>, he worked in various<br />

capacities in the pension-actuarial department of the Mutual Life Insurance Company of <strong>New</strong> <strong>York</strong>. Mr.<br />

Russak holds a Bachelor of Arts degree in Mathematical-Economics from Colgate University.<br />

James F. Pasquale, Senior Vice President, Marketing and Economic Development<br />

Mr. Pasquale assumed his current position in <strong>July</strong> 2009. He is responsible for <strong>Authority</strong> customer<br />

account management for government, business, municipal, cooperative and utility customers, customer<br />

load forecasting, management of the <strong>Authority</strong>’s power programs for economic development, load<br />

research, demand response programs, and customer pricing. Mr. Pasquale joined the <strong>Authority</strong> in 1986 as<br />

a senior accountant in the Controller’s group and moved to the Marketing and Economic Development<br />

group in 1995. In 1997, he became manager of Business <strong>Power</strong> Allocations and Compliance,<br />

coordinating NYPA’s then newly enacted <strong>Power</strong> for Jobs program. Later, customer billing and municipal<br />
