Gil C. Quiniones, Chief Operating Officer<br />
Mr. Quiniones has served in his current position since June 2008. He manages and monitors the<br />
<strong>Authority</strong>’s day-to-day activities and oversees the <strong>Power</strong> Supply, Energy Resource Management, and<br />
Special Projects and Business Integration units. Mr. Quiniones is a member of the Board of Directors of<br />
the Electric <strong>Power</strong> Research Institute and serves on the Steering Committee of the Large Public <strong>Power</strong><br />
Council. Mr. Quiniones is also the <strong>Authority</strong>’s principal representative to the American Public <strong>Power</strong><br />
Association. Before joining the <strong>Authority</strong> in October 2007 as Executive Vice President of Energy<br />
Marketing and Corporate Affairs, Mr. Quiniones served for more than four years as Senior Vice President<br />
of Energy and Telecommunications for the <strong>New</strong> <strong>York</strong> City Economic Development Corporation (EDC).<br />
In that capacity, he was the city’s chief consultant on energy policy issues and established and led Mayor<br />
Michael R. Bloomberg’s Energy Policy Task Force, a public-private group that developed a<br />
comprehensive strategy for meeting future energy needs and helped formulate the energy-related<br />
initiatives in PlaNYC, the city’s long-term sustainability plan. He also represented the city on then-<br />
Lieutenant Governor David A. Paterson’s Renewable Energy Task Force and was the Chairman of the<br />
group’s Subcommittee on Distributed Generation. Also during his tenure at the EDC, Mr. Quiniones was<br />
Co-Chair of the <strong>New</strong> <strong>York</strong> City Telecommunications Task Force and of the city’s Telecommunications<br />
Policy Advisory Group. He previously worked at Consolidated Edison and was one of four co-founders<br />
of Con Edison Solutions, the utility’s unregulated energy services company. Mr. Quiniones received a<br />
Bachelor of Science degree in mechanical engineering from De La Salle University in Manila and has<br />
completed graduate courses in engineering management and technology management at the Stevens<br />
Institute of Technology in Hoboken, <strong>New</strong> Jersey. He has also participated in executive education<br />
programs at the Columbia University Business School.<br />
Elizabeth M. McCarthy, Executive Vice President and Chief Financial Officer<br />
Ms. McCarthy joined the <strong>Authority</strong> in her current position in January 2010. She is responsible for<br />
overseeing the <strong>Authority</strong>’s accounting and financial controls, financial and strategic planning, treasury,<br />
and risk management functions. Prior to joining the <strong>Authority</strong>, Ms. McCarthy served as the Long Island<br />
<strong>Power</strong> <strong>Authority</strong>’s (LIPA) Chief Financial Officer since 2003. In addition to her chief financial officer<br />
responsibilities, she had direct responsibility for negotiations with other contracting utilities on all aspects<br />
of management services and generation agreements. Before leaving LIPA, Ms. McCarthy also held the<br />
title of Senior Vice President, which added significant authority-wide administrative responsibilities to<br />
her duties. Prior to her tenure at LIPA, she held similar chief financial officer responsibilities for DPL,<br />
Inc., in Ohio. Ms. McCarthy also spent 19 years with PricewaterhouseCoopers LLP, <strong>New</strong> <strong>York</strong>, serving<br />
as partner from 1994 to 2000. Ms. McCarthy received her Bachelor of Science degree from St. Louis<br />
University.<br />
Edward A. Welz, Executive Vice President and Chief Engineer - <strong>Power</strong> Supply<br />
Mr. Welz assumed his current position in 2008. From 2004 to 2008, he was Senior Vice President<br />
and Chief Engineer-<strong>Power</strong> Generation. Mr. Welz joined the <strong>Authority</strong> in 1982 and throughout his tenure<br />
has assumed increasing responsibility in the power engineering, operation and maintenance, and project<br />
and construction management areas. Mr. Welz is responsible for the operation and maintenance,<br />
engineering, project management, and asset management of the <strong>Authority</strong>’s generation and transmission<br />
facilities, together with the environmental, health, and safety aspects of the <strong>Authority</strong>’s facilities and<br />
operations. He is a member of the EPRI Research Council for <strong>Power</strong> Generation. Mr. Welz is a licensed<br />
professional engineer and holds an Associate degree from Queensborough Community College and a<br />
Bachelor of Science degree in electric engineering from Pratt Institute in Brooklyn, <strong>New</strong> <strong>York</strong>.<br />
