Breakdown of Classifications by Division
BWC Administration
Ohio's workers' compensation system is the largest state-fund insurance system in the nation, serving more
than 250,000 employers and 1.2 million injured workers. Always conscious of our responsibility to operate in
the best interest of those who support and rely upon the State Insurance Fund and other specialty funds, we
focus on three performance objectives: Service, Simplicity and Savings.
With this in mind, BWC Administration is responsible for administering and directing all programs and policies
of the BWC, establishing and administering the budget in accordance with legislative appropriations, and
directing the establishment of goals and objectives for the efficient operation and highest quality customer
service provided by the agency. Additionally, BWC Administration plans, develops and enhances the policies,
processes, organizational structure and staffing as it relates to the delivery of services to the injured workers
and employers of Ohio. This is accomplished by the appointment of top qualified personnel who analyze and
assess the needs and requirements of the BWC in order to ensure a quality, customer focused Workers’
Compensation system for Ohio employers & employees.
The BWC Board of Director’s members provide professional expertise, strengthened accountability and
transparency, and a broader representation of BWC’s customers. The 11 Board Members represent the
interests of Ohio workers and employers, and the public at large. The board also includes members with
professional expertise in financial accounting, investments and securities, and actuarial management. Also, as
fiduciaries of the workers’ compensation system, the board will provide independent verification of BWC’s
financial and operational performance. The board has three committees mandated by law: an actuarial, audit
and investment committee. The board also has direct power in advising BWC’s administrator and managing
the agency’s operations and policies.
The Ombuds Office provides assistance to, and resolves issues associated with customers of the Ohio workers’
compensation system in their dealings with BWC and the Industrial Commission. Ombuds provides claimants
and employers with information regarding problems arising out of BWC and commission hearing officer’s
functions, responsibilities and procedures employed in claims processing. Additionally, the staff research and
respond to inquiries of employers related to reserves established and premiums charged in connections with
employer accounts.
Finally, the Legislative Affairs team is responsible for appropriately responding to all BWC-related inquiries and
referrals that come from the General Assembly. In addition to ensuring all injured worker and employer
constituents receive the guidance they need in respect to BWC matters, the legislative liaisons work regularly
with legislators and stakeholder groups in the development of legislation that fosters sound public policy.
