8.1 Introduction<br />

Niue is the least populated of the <strong>Pacific</strong><br />

Islands included in this <strong>situational</strong> <strong>analysis</strong>.<br />

Niue is unique in that it comprises a single<br />

coral island, the largest in the world. 439 It is<br />

a self-governing parliamentary democracy in<br />

free association with New Zealand. Niueans<br />

are of Polynesian descent.<br />

Demographics<br />

The population of Niue is estimated to be<br />

between 1400 and 2000. This represents a<br />

decline from a peak of 5200. 440 Of significance<br />

are the estimated 20 000 people of<br />

Niuean descent living in New Zealand. 441<br />

Niueans are citizens with the right of free<br />

access to New Zealand. 442 At approximately<br />
