The Salvation Army Alcohol and Drug<br />

Awareness Centre of Tonga promotes<br />

healthy lifestyle choices, offering holistic<br />

approaches to assessment, treatment, awareness<br />

and education. Programs include life<br />

skills, healthy anger, 12 steps to good health,<br />

psychology of winning, recovery group,<br />

community- based programs, team building<br />

and one-to-one counselling. 876<br />

Regional and national advocacy groups,<br />

including the Tonga Human Rights and<br />

Democracy Movement, monitor corruption, 877<br />

aiming to raise awareness and to ensure<br />

that <strong>Pacific</strong> Island decision makers are<br />

accountable for inaction or complicity in<br />

corruption. 878 Such advocacy groups may<br />

present an opportunity to advocate for innovative<br />

and alternative responses to drug and<br />

alcohol issues.<br />

15.6 Australian involvement<br />

There has been a tendency for international<br />

donors, including Australia, New Zealand and<br />

the European Union, to focus on providing<br />

support to nominated outer islands of<br />

Tonga. In 2004–05 the Australian Federal<br />

Police funded a transnational crime team<br />

for a number of <strong>Pacific</strong> countries, including<br />

Tonga.<br />

Australian Agency for<br />

International Development<br />

Australia is the largest aid donor to Tonga,<br />

providing a AU$13.2 million country program<br />

and total overseas development<br />

assistance of AU$19.3 million. Focus areas<br />

include improved governance and accountability,<br />

stronger economic growth and better<br />

service delivery. Relevant programs for this<br />

review include law and justice, and health<br />

and education programs. Australia is providing<br />

funding and technical support for<br />

economic and public sector reform, business<br />

recovery, anti-corruption initiatives, customs<br />

and policing, and community development.<br />
