The New Zealand–Tuvalu Development Cooperation<br />

Programme Framework 2002–<br />

2007 outlines NZAID’s priorities with Tuvalu.<br />

The goal of the strategy is to support the<br />

efforts of the Tuvalu Government and people<br />

to achieve equitable and sustainable development.<br />

The three key areas aligned with<br />

the Tuvalu National Development Strategy<br />

are: Te Kakeega II outer island development;<br />

financial management support; and<br />

human resource development. The strategy<br />

is currently being reviewed and updated in<br />

2008–09 to cover the next 10 years. 927 New<br />

Zealand also funds a Tuvalu Trust Fund director<br />

and an Advisory Committee member,<br />

in addition to making contributions to the<br />

fund on a regular basis. 928<br />

Other programs<br />

The International Centre for Eyecare Education<br />

is the only international NGO listed with<br />

the Australian Council for International Development<br />

as working in Tuvalu. 929 In terms<br />

of international development activities by<br />

NGOs, Japan registers as a heavily involved<br />

country; however, the authors were unable<br />

to identify specific program details. 930<br />

Tuvalu is a member of both the Asian Development<br />

Bank and the United Nations with<br />

close ties to Fiji and diplomatic relations with<br />

Chinese Taiwan. 931 The Tuvalu Trust Fund<br />

is the primary source of income with contributions<br />

from Australia, New Zealand, the<br />

United Kingdom, Japan and South Korea. 932<br />
