3.1 Introduction<br />

With the ratification of the 1979 constitution,<br />

the Federated States of Micronesia<br />

(FSM) was formed. The FSM is an independent<br />

nation in free association with the United<br />

States of America. The four States are Chuuk,<br />

Kosrae, Pohnpei and Yap.<br />

Demographics<br />

The population is estimated to be 110 000.<br />

The country has seven official languages: English,<br />

Ulithian, Woleaian, Yapese, Pohneipean,<br />

Kosraean and Chukese. 193 The population is<br />

largely Christian, comprising Roman Catholic<br />

(50 per cent), Protestant (47 per cent),<br />

other and none 3 per cent. 194 Significantly, it<br />

is estimated that over half the population is<br />

less than 19 years of age. 195<br />
