14.7 International<br />

involvement<br />

New Zealand<br />

New Zealand is the major contributor to<br />

Tokelau, providing direct budget support.<br />

The 2008–09 allocation is NZ$17.1 million. 812<br />

Contributions are made in accordance with<br />

the 2003 Joint Statement of the Principles<br />

of Partnership between New Zealand and<br />

Tokelau. In accordance with this partnership<br />

agreement, New Zealand government<br />

departments support the limited Tokelau<br />

Public Service in any area of government<br />

activity, as required. 813 The Government of<br />

New Zealand worked with the Government<br />

of Tokelau to establish the TITF in 2004. 814<br />

The Administrator of Tokelau manages the<br />

relationship with New Zealand and is based in<br />

the New Zealand Ministry of Foreign Affairs<br />

and Trade. 815 The budget support program<br />

includes secondary and tertiary study awards<br />

for study in New Zealand and places Volunteer<br />

Service Abroad teachers in Tokelau. 816<br />

Other programs<br />

Tokelau is included in many of the United<br />

Nations multi-country programs in the <strong>Pacific</strong><br />

region. These programs promote cooperation,<br />

particularly among the smaller island states.<br />

The WHO country office located in Apia is<br />

responsible for WHO activities in Tokelau.<br />

Technical cooperation between the government<br />

and WHO focuses mainly on human<br />

resources development (fellowships), communicable<br />

and non-communicable diseases<br />

(NCD), and tobacco control. In 2008–09,<br />

WHO technical cooperation with the Government<br />

of Tokelau is expected to focus on<br />

WHO strategic objectives: to prevent and<br />

reduce disease, disability and premature death<br />

from chronic non-communicable conditions,<br />

mental disorders, violence, injuries and visual<br />

impairment (SO3). WHO assistance also aims<br />

to support the strengthening of NCD control<br />

and prevention under Strategic Objective 6<br />

to promote health and development, and<br />

prevent or reduce risk factors for health conditions<br />

associated with the use of tobacco,<br />

alcohol, drugs and other psychoactive substances,<br />

unhealthy diets, physical inactivity<br />

and unsafe sex. 817 Tokelau was also included<br />

in the UNAIDS <strong>Pacific</strong> Regional Implementation<br />

Strategy on HIV and AIDS 2004–08 and<br />

will be part of the 2009–13 strategy (in draft<br />

form at the time of writing).<br />
