(3) Save asprovided in paragraph (4) a wheel of a vehicle may not be fitted with a temporaryuse<br />

(a) thevehicle is a passenger vehicle (not being a bus) first used before 1st April1987; or<br />

(b) thevehicle complies at the time of its first use with ECE Regulation 64.<br />
