12. Regulatory Reform—The following orders were laid before the House under section 4(2) of the<br />

Regulatory Reform Act 2001 and referred to the Delegated Powers and Regulatory Reform<br />

Committee:<br />

1. Draft Regulatory Reform (Joint Nature Conservation Committee) Order 2005, together<br />

with a Statement by the Department for Environment, Food and Rural AVairs;<br />

2. Draft Regulatory Reform (Trading Stamps) Order 2005, together with a Statement by the<br />

Department for Trade and Industry.<br />

13. Negative Instruments—The following instruments were laid before the House and ordered to lie<br />

on the Table:<br />

1. Education (Student Support) (No. 2) Regulations 2002 (Amendment) Regulations 2005,<br />

laid under the Teaching and Higher Education Act 1998; (5)<br />

2. Social Security (Claims and Payments and Payments on account, Overpayments and<br />

Recovery) Amendment Regulations 2005, laid under the Social Security Administration<br />

Act 1992; (34)<br />

3. Immigration (European Economic Area) (Amendment) Regulations 2005, laid under the<br />

14. Paper not subject to parliamentary proceedings—The following paper was laid before the House<br />

and ordered to lie on the Table:<br />

Report and Accounts for 2003–04 of the Arts Council of Wales, laid under the National<br />

Lottery etc. Act 1993, together with the Report of the Comptroller and Auditor General.<br />

15. Defence—It was moved by the Lord Bach that this House takes note of developments in defence;<br />

after debate, the motion was agreed to.<br />

16. Criminal trials—The Lord Thomas of Gresford asked Her Majesty’s Government, further to the<br />

Written Statement by the Attorney General on 20th December 2004 (WS 104–105), whether<br />

they propose to change the impartial role of prosecuting counsel, in respect of both the<br />

introduction of the previous convictions of a defendant in a criminal trial and the interviewing<br />

of prosecution witnesses; after debate, the question was answered by the Lord Goldsmith.<br />

The House was adjourned at twenty-five minutes past nine o’clock<br />

till tomorrow, half-past two o’clock.<br />
