30. Appropriation Bill—It was moved by the Lord McIntosh of Haringey that the bill be now read a<br />

second time; the motion was agreed to and the Committee was negatived; then, Standing<br />

Order 47 having been suspended, the bill was read a third time and passed.<br />

31. Civil Procedure (Amendment No. 2) Rules 2005—It was moved by the Baroness Ashton of<br />

Upholland that the Rules laid before the House on 14th March be approved; after debate, the<br />

motion was agreed to.<br />

32. Education Bill [hl]—The bill was returned from the Commons with amendments; the Commons<br />

amendments were considered forthwith and agreed to, and the privilege amendment was<br />

agreed to.<br />

The House was adjourned during pleasure.<br />

The House was resumed.<br />

33. Crossrail Bill—A message was brought from the Commons that they have made the following<br />

orders:<br />

That further proceedings on the Crossrail Bill shall be suspended until the next session of<br />

<strong>Parliament</strong>;<br />

That if a Bill is presented in the next session in the same terms as the Crossrail Bill when it was<br />

presented in this session—<br />

(a) the Bill shall be ordered to be printed and shall be deemed to have been read the first<br />

time; and<br />

(b) the Standing Orders of the House applicable to the Bill, so far as complied with or<br />

dispensed with in this session, shall be deemed to have been complied with or (as the<br />

case may be) dispensed with in the next session;<br />

That these Orders be Standing Orders of the House.<br />

34. Gambling Bill—The bill was returned from the Commons with certain amendments disagreed to<br />

with reasons for such disagreement and with the remaining amendments agreed to; the<br />

Commons reasons were considered forthwith and the Lords amendments were not insisted on.<br />

35. International Organisations Bill [hl]—The bill was returned from the Commons agreed to with a<br />

privilege amendment; the privilege amendment was considered and agreed to.<br />

The House was adjourned during pleasure.<br />

The House was resumed.<br />

36. Royal Commission—The Lords Commissioners being seated, the Lord Chancellor in the middle<br />

with the Lord President (Baroness Amos) and the Lord McNally on his right-hand and the<br />

Lord Strathclyde and the Lord Molyneaux of Killead on his left and the Commons being<br />

present at the Bar with their Speaker, the Commission for Royal Assent and Prorogation<br />

dated this day was read.<br />

37. Royal Assent—The following Acts received the Royal Assent:<br />

38. The Queen’s Speech—The Queen’s Speech was delivered by the Lord Chancellor.<br />

39. Prorogation—<strong>Parliament</strong> was prorogued to Thursday 14th April.
