15. Refreshment—The First Report of the Refreshment Committee was made and ordered to be<br />

Public Business<br />

16. Constitutional Reform Bill [hl]—The bill was returned from the Commons agreed to with<br />

amendments and with a privilege amendment; it was ordered that the Commons amendments<br />

be printed. (HL Bill 35)<br />

17. Children (Contact) and Adoption Bill, Draft—It was moved by the Chairman of Committees that<br />

the Baroness Morgan of Drefelin be appointed a member of the Select Committee in place of<br />

the Baroness Massey of Darwen; the motion was agreed to.<br />

18. BBC Charter—It was moved by the Chairman of Committees that a Select Committee be<br />

appointed to consider and report on the review of the BBC Charter;<br />

That, as proposed by the Committee of Selection, the following Lords be named of the<br />
