4. Paper not subject to parliamentary proceedings—The following paper was laid before the House<br />

and ordered to lie on the Table:<br />

laid under the Air Force (Constitution) Act 1917.<br />

5. Renewable Energy Bill [hl]—The bill was read a third time and passed and sent to the Commons.<br />

6. <strong>Parliament</strong>ary Commissioner (Amendment) Bill [hl]—It was moved by the Lord Lester of Herne<br />

Hill that the bill be now read a second time; after debate, the motion was agreed to and the<br />

bill was committed to a Committee of the Whole House.<br />

7. Child Benefit Bill—A bill to make provision for and in connection with altering the descriptions<br />

of persons in respect of whom a person may be entitled to child benefit was brought from the<br />

Commons, read a first time and ordered to be printed. (HL Bill 23)<br />

8. Child Benefit Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL<br />

9. Extradition Act 2003 (Amendment to Designations) Order 2005—It was moved by the Lord<br />

Bassam of Brighton that the draft Order laid before the House on 13th January be approved;<br />

the motion was agreed to.<br />

10. Private Security Industry Act 2001 (Amendments to Schedule 2) Order 2005—It was moved by the<br />

Lord Bassam of Brighton that the draft Order laid before the House on 17th January be<br />

approved; the motion was agreed to.<br />

11. Asylum (Designated States) Order 2005—It was moved by the Lord Bassam of Brighton that the<br />

draft Order laid before the House on 18th January be approved; after debate, the motion was<br />

agreed to.<br />

12. Regulation of Investigatory Powers (Communications Data) (Amendment) Order 2005—It was<br />

moved by the Lord Bassam of Brighton that the draft Order laid before the House on 16th<br />

December 2004 be approved; after debate, the motion was agreed to.<br />

13. Regulation of Investigatory Powers (Directed Surveillance and Covert Human Intelligence<br />

Sources) (Amendment) Order 2005—It was moved by the Lord Bassam of Brighton that the<br />

draft Order laid before the House on 16th December 2004 be approved; the motion was<br />

agreed to.<br />

14. HIV/AIDS—The Baroness Northover asked Her Majesty’s Government what further plans they<br />

have to help tackle the AIDS epidemic and support the increasing number of HIV/AIDS<br />

orphans in Africa and elsewhere; after debate, the question was answered by the Lord<br />

Triesman.<br />
