BRIEFLY OUTLINE YOUR RESPONSIBILITIES AS VICE PRESIDENT - 8 ELECTRIC TRANSMISSION. 9 A. 10 11 I am responsible for transmission policy, local and regional transmission planning, ERO Compliance, and system operations for South Carolina Electric & Gas Company's transmission system as well as interconnected transmission system operations. 12 Q. [am a registered Professional Engineer in the State of South Carolina and have over 44 years experience in various areas of the electric utility industry. I have been active in many industry organizations including the Electric Power Research Institute (EPRl), the Edison Electric Institute, the Institute of Electrical and Electronics Engineers (IEEE), the SERC Reliability Corporation, the Southeastern Electric Reliability Council and VACAR. I am the immediate past chairman of the SERC Reliability Corporation and serve on the SERC Board Executive Committee and the SERC Board HR and Compensation Committees. I

TESTIMONY PURPOSE AND SUMMARY II Q. WHAT IS THE PURPOSE OF YOUR TESTIMONY IN THIS PROCEEDING? 12 A. 13 14 15 16 SCE&G is requesting recovery of the costs it incurred during its attempt to form a regional transmission organization ("RTO"). The purpose of my testimony is to describe the activities undertaken by SCE&G in the attempt to form an RTO in response to the FERC's orders and initiatives. SCE&G incurred significant costs in connection with those activities, and I describe the types of costs that were incurred. 17 Q. PLEASE SUMMARIZE YOUR TESTIMONY. 18 A. 19 20 I describe the efforts of SCE&G, Duke Power and Progress Energy Carolinas (formerly Carolina Power & Light or CP&L) to form GridSouth as a southeastern RTO.
