SCE&G is requesting recovery of the costs it incurred during its attempt to form a
regional transmission organization ("RTO"). The purpose of my testimony is to describe
the activities undertaken by SCE&G in the attempt to form an RTO in response to the
FERC's orders and initiatives. SCE&G incurred significant costs in connection with
those activities, and I describe the types of costs that were incurred.
