GridSouth's basic business structure, set up a management committee and began
developing a business plan. When the parties formally agreed to pursue the GridSouth
Project, they began drafting the documents that would be filed at the FERC. During
summer 2000, the GridSouth Sponsors met with the FERC commissioners and FERC

staff to discuss plans for GridSouth.
By August 2000, Duke, CP&L and SCE&G had

developed a preliminary draft "strawman" document covering the major areas of

GridSouth operations.
The strawman document was posted on an internet webpage for

stakeholder comment and input. Starting in August 2000 five stakeholder meetings were
held in Charlotte and Raleigh, North Carolina and in Columbia, South Carolina. In
addition to the formal stakeholder meetings, there were numerous individual meetings
with stakeholders and responses to stakeholder questions and comments via email and
telephone conversations.

On October 16, 2000, the GridSouth Sponsors filed with the FERC a petition for a
declaratory order requesting authorization and approval to establish GridSouth Transco,
LLC as an RTO.
