1 October 1989. In November 1989, I was promoted to Section Chief in the Division of
2 [Electric 1 Applications, and was responsible for supervising the review of the terms,
3 conditions, and rates of electric rate applications for such services as interchange power,
4 requirements power, and transmission. During my tenure with the FERC, I prepared or
5 supervised the preparation of memoranda recommending acceptance, rejection,
6 deficiency, or investigation in hundreds of cases. These included cases that set important
7 precedents on electric transmission pricing, such as the merger compliance transmission
8 tariffs for Northeast Utilities, the first generation of open access transmission tariffs
9 ("OA TT") filed by utilities such as Entergy Services, Louisville Gas & Electric
10 Company, Florida Power & Light Company, Kansas City Power & Light Company, and
II American Electric Power Company, and the Pennsylvania Electric Company case
12 involving Penntech Papers, Inc. I also taught a one-year course to FERC Staff and gave
13 several presentations to the Edison Electric Institute Interconnection and Interchange
14 Arrangements Committee on the pricing of power and transmission services.
15 From February 1995 through October 2000, I was a Vice President of Stone & Webster
16 Management Consultants, Inc. In this position, I provided consulting services to
17 numerous electric utilities on matters involving requirements and off-system power rates,
18 and rate and implementation strategies for developing OA TT filings, and organizing ISOs
19 and RTOs. I also assisted several utilities in preparing their retail delivery services
20 filings. I joined R.I. Rudden Associates, Inc. in November 2000 as a Vice President,
21 where I continued providing consulting services to the electric industry. I joined BWMQ
22 in February 2004.
