2 Overview <strong>of</strong> key issues<br />
2.1 Consultations and document review<br />
2.1.1 In order to inform the evidence base, a comprehensive document ‘sweep’ was carried<br />
out to identify key policy constraints and opportunities for growth, and to glean key data<br />
to assess the case. A full bibliography is appended at Appendix 1 and a summary <strong>of</strong> the<br />
document review is appended at Appendix 2.<br />
2.1.2 In addition to the document review, face-to-face consultations were undertaken with key<br />
stakeholders to expound and supplement the evidence base. These were held with the<br />
following organisations:<br />
