2 Overview of key issues 2.1 Consultations and document review 2.1.1 In order to inform the evidence base, a comprehensive document ‘sweep’ was carried out to identify key policy constraints and opportunities for growth, and to glean key data to assess the case. A full bibliography is appended at Appendix 1 and a summary of the document review is appended at Appendix 2. 2.1.2 In addition to the document review, face-to-face consultations were undertaken with key stakeholders to expound and supplement the evidence base. • JobCentrePlus • Property agents (see market review) • University of Hull, Scarborough campus • Yorkshire Water. 2.2 Strategic and planning policy context 2.2.1 In assessing Scarborough’s capacity, an understanding of the strategic policy context and positioning of the town is an essential starting point. Key factors are (1) Scarborough’s function and role, (2) planned housing provision and take-up thereof and (3) planned employment land provision and take-up thereof. 2.2.2 A key characteristic of the study area, established early on through the consultations, is that of peripherality. Scarborough as a coastal town is not unique in that respect within a national and European context. Therefore an understanding of EU and UK policy and strategy in planning for such areas is as important as a regional, sub-regional and local one. With that in mind, a broad analysis of the following key planning documents was carried out in relation to the three policy factors referred to above: • European Spatial Development Perspective (ESDP) • Sustainable Communities Plan, Northern Way Growth Strategy and Planning Policy Statements/Guidance • Adopted Regional Planning Guidance (now RSS) for Yorkshire & the Humber • Adopted North Yorkshire Structure Plan • Adopted Scarborough Borough Local Plan. 2.2.3 A summary of what can be termed the ‘policy cascade’ is at Appendix 4. What this shows is that there is much commonality and consistency between different levels of current planning policy. The challenge will be to ensure that through high level engagement, emerging planning policy is also consistent and in the long term interests of Scarborough, particularly in the light of the shift towards a regional and inter-regional development strategy that is based around ‘city regions’. 2.2.4 In broad planning policy terms, we can conclude that: • There is broad policy support for Scarborough as a sub-regional centre, particularly with respect to shopping/amenities and employment – key questions arising: What is the extent of Scarborough’s role within the sub-region and what should/could its future role be within that or a wider area in the light of new policy initiatives such as the Northern Way?
