6.5.3 The Borough Council has been implementing demand management measures in
advance of the Scarborough Integrated Transport Scheme. Works were programmed to
commence on site in the first half of 2005 and be completed by early 2007 but there has
been a delay in grant approval for the funding. The total estimated cost of the scheme is
£26.9m.
6.5.4 The anticipated scheme benefits are summarised below:
• Reduced congestion on Filey Road (south) with the reduction in traffic volumes
improving the environment through the residential area;
• High quality off street parking facilities for up to 1,200 cars leading to reduced
congestion and pollution in the town centre;
• Regular, frequent bus connections to and from the Park and Tour sites to
various locations in the town centre/sea front;
• A Travelodge and restaurant at the Seamer Road site;
• Bus priority corridors for the Park and Tour bus services and other services,
encouraging use of the Park and Tour in preference to bringing the car into the
urban centres for longer stays;
• Better information to motorists on entering the town to help them locate
appropriate car parks and attractions; and
• Reduction in overall traffic journey times across the town.
6.5.5 Residential development is planned in the Borough Local Plan for this area north of
Eastfield. On the northern edge of the development there will be a new road link
between the Filey Road/Osgodby diversion (see above) and the Musham Bank
roundabout at the junction between the A64 and Seamer Road. It is envisaged that this
new link will improve, yet further, access between the A165 and Scarborough Business
Park.
(c) Scarborough Business Park
6.5.6 SBC is intending to work with future employers to encourage public transport use and
company travel plans in SBP. There will also be sustainable levels of car parking e.g.
the Scarborough Building Society reduced the number parking of spaces from
