1 Introduction<br />
1.1 The study<br />
1.1.1 Halcrow Group Limited was commissioned by <strong>Scarborough</strong> <strong>Borough</strong> <strong>Council</strong> (SBC) in<br />
December 2004 to undertake an assessment <strong>of</strong> <strong>Scarborough</strong> town’s economic, social,<br />
environmental and infrastructure capacity to grow and expand in the future.<br />
1.1.2 The commission arose from an aspiration that new development and growth in the<br />
population would help stimulate greater investment in the town’s under-performing<br />
economy and inadequate cultural and amenity <strong>of</strong>fer. In order to do so, a technical<br />
assessment is required to advise on future planning policy which would promote and<br />
manage such change in an environmentally sustainable fashion.<br />
1.1.3 The Project Brief set the following objectives:<br />
“A study <strong>of</strong> the potential for viable and sustainable growth <strong>of</strong> <strong>Scarborough</strong>’s economy<br />
and population is required to determine:<br />
(a) the possible scale, rate and timescale <strong>of</strong> growth;<br />
(b) essential economic requirements for sustainable/balanced growth;<br />
(c) major thresholds/constraints that may be encountered;<br />
(d) the practicality/cost <strong>of</strong> overcoming any constraints.”<br />
1.2 This report<br />
1.2.1 This report is the final report <strong>of</strong> the Consultants, documenting the capacity assessment,<br />
scenario development and appraisal, and conclusions and recommendations for<br />
developing regional and local planning policy.<br />
1.2.2 The report is structured accordingly with:<br />
• chapters 2 to 8 detailing the capacities <strong>of</strong> the town;<br />
• chapter 9 detailing the growth scenarios; and<br />
• chapter 10 summing up the conclusions <strong>of</strong> the study and making<br />
recommendations for taking forward through policy.<br />
1.2.3 It should be noted that the contents <strong>of</strong> this report, although having been undertaken in<br />
liaison with the <strong>Borough</strong> <strong>Council</strong>, does not necessarily constitute the policy or position <strong>of</strong><br />
