9 The growth scenarios 9.1 Introduction 9.1.1 This chapter builds on the capacity assessments set out in the preceding chapters. It explains the process of developing scenarios for such growth, describes their qualitative and quantitative aspects, and appraises their realism and sustainability. The report then concludes with a preferred ‘path to growth’ and recommendations for planning, monitoring and managing such growth and for presenting the case to the Regional Assembly. 9.2 Developing growth scenarios 9.2.1 In developing scenarios to test Scarborough town’s capacity to grow, quantitative and qualitative factors have been considered. The former identify the scale of growth in terms of new homes and jobs, guided by the core principles of sustainable growth and the thresholds and trigger points of key infrastructure. The latter identify the drivers of change, guided by the propositions for Scarborough’s future, and how such growth might look. The scenarios have been developed within the realms of realism but not to the preclusion of more radical or aspirational long term options. 9.3 Starting points for the scenarios 9.3.1 The starting points for quantifying the scenarios are, first, planned housing provision and recent development trends and, secondly, economic performance and the quantity of jobs required to be created to provide a sustainable balance with new homes. 9.3.2 The quantum of growth has been approached from the point of view of housing provision given that regional and local planning policy takes a similar approach. In particular the following figures have been borne in mind: • Emerging RSS housing targets (reference: Topic Paper 3A) • Current adopted Structure Plan targets • Recent housing completion rates • Higher growth scenarios in SBC Housing Futures Discussion Paper. 9.3.3 Importantly, job creation rates must be considered in tandem with housing provision if the overriding key principle for growth – that it should be “sustainable” – is to be achieved (see para. 1.4.1).
