improvement in economic activity be targeted to move the economy to closer alignment<br />

with comparator areas. The impact <strong>of</strong> increasing economic activity will be to increase the<br />

additional employment needed under each growth scenario. Similarly, in planning terms<br />

greater economic self-containment could realistically be a policy objective (namely to<br />

reduce net commuting flows). A reduction in the level <strong>of</strong> net out-commuting in the<br />

<strong>Borough</strong> would also lead to a more stringent employment requirement under each<br />

scenario.<br />

9.5.16 Given the level <strong>of</strong> analysis undertaken, it is difficult to robustly assess the level <strong>of</strong><br />

employment that is realistic. A more sensible approach is to think <strong>of</strong> the scenarios as a<br />

continuum <strong>of</strong> employment forecasts that could be achieved if sufficient momentum and<br />

intervention in the economy is generated. This momentum would need to be started<br />

through a combination <strong>of</strong> regeneration initiatives aimed at improving the social,<br />

economic and physical conditions in the town and <strong>Borough</strong>.<br />

9.5.17 The quantitative analysis suggests a level <strong>of</strong> additional employment required over and<br />

above the natural increment to sustainably achieve a particular housing-led growth<br />

scenario. This demands moving the economy beyond current trend forecasts. To<br />

achieve such an aspiration the following objectives should be targeted:<br />

• Building and diversifying the economic base <strong>of</strong> the town and <strong>Borough</strong> to provide<br />

a stronger employment base in the area – key activities should focus towards<br />

inward investment activities, business support and start-up activities<br />

• Create more sustainable, permanent and value adding employment<br />

opportunities e.g. exploit the potential opportunities <strong>of</strong>fered by the presence <strong>of</strong><br />

the University <strong>of</strong> Hull in <strong>Scarborough</strong> Town – encouraging skills retention,<br />

subsequent business formation activity and wealth creation locally<br />

• Focus economic growth within <strong>Scarborough</strong> Town to rebuild the heart <strong>of</strong> the<br />

<strong>Borough</strong>’s economy<br />

• Encourage diversity in sites and premises <strong>of</strong>fer to cater for all the needs <strong>of</strong> all<br />

relevant sectors<br />

• Removal <strong>of</strong> key constraints in the local economy – particularly associated with<br />

peripherality and exclusion<br />

• Creating a physical and social environment that encourages economic growth<br />

and prosperity<br />

• Use future growth to ‘re-pr<strong>of</strong>ile’ population structures and economic opportunity<br />

– in particular, the growth <strong>of</strong> the population will provide economies associated<br />
