4 Economic capacity 4.1 Introduction 4.1.1 The tourism and retail industries are one of the key economic drivers of Scarborough town as well as the wider Borough. In the past these core spheres of economic activity have complemented well with a broadly traditional industrial base of the Borough. However, with a maturing business stock and an external perception of peripherality, the Scarborough economy has failed to attract significant inward investments in the recent past. Such trends are symbolised by a relatively slow employment growth between 1998 and 2003 in the Borough compared to economic hubs of North Yorkshire sub-region. With particular reference to certain factors such as the labour market and business base, we believe that these aspects are not merely Scarborough town specific. area level. This analysis benchmarks Scarborough’s performance with the regional and national averages. In addition, where relevant, Scarborough’s performance has also been benchmarked against that of comparator regional and national towns. 4.2 Demographics 4.2.1 The basic resource of labour supply is the resident population which supports, and is supported by, the local economy. Scarborough district has a population of 106,240 (Census 2001), a figure that has been almost stagnant between 1991 and 2001. Natural change and migration are the two core sources of population change. At 51,152 (Census 2001), a little less than 50% of the Borough’s population resides in Scarborough Town comprising of Castle, Central, Eastfield, Falsgrave Park, Newby, North Bay, Northstead, Ramshill, Stepney, Weaponness and Woodlands wards 2 . The population of the town has increased by 2.5% between 1991 and 2001.
