social benefits to be exploited from increased size of population and the rate of growth.
In a previous study, for example, analysis of 24 urban conurbations in the hinterland of
London demonstrated a positive relationship between the size of conurbations and a
range of economic indicators such as GVA per job, workforce development, weekly
earnings and industrial diversity.
10.1.6 If Scarborough’s scale and growth decreases relative to that of other towns and cities
within the region such as York, the town’s position in the regional hierarchy of urban
centres will be at risk, threatening the potential capacity for investment. This is
particularly important in the context of current policy direction in England that
concentrates future development in existing urban areas and, under the Northern Way
initiative, city-regions. ‘Smart’ growth will give Scarborough the potential to regain its
relative capacity and re-establish its role in the regional hierarchy.
