In a previous study, for example, analysis <strong>of</strong> 24 urban conurbations in the hinterland <strong>of</strong><br />
London demonstrated a positive relationship between the size <strong>of</strong> conurbations and a<br />
range <strong>of</strong> economic indicators such as GVA per job, workforce development, weekly<br />
earnings and industrial diversity.<br />

10.1.6 If <strong>Scarborough</strong>’s scale and growth decreases relative to that <strong>of</strong> other towns and cities<br />
within the region such as York, the town’s position in the regional hierarchy <strong>of</strong> urban<br />
centres will be at risk, threatening the potential capacity for investment. This is<br />
particularly important in the context <strong>of</strong> current policy direction in England that<br />
concentrates future development in existing urban areas and, under the Northern Way<br />
initiative, city-regions. ‘Smart’ growth will give <strong>Scarborough</strong> the potential to regain its<br />
relative capacity and re-establish its role in the regional hierarchy.<br />
