approach to reversing long<br />

term structural decline.<br />

The RSS recognises the social<br />

and economic constraints <strong>of</strong><br />

the seasonal nature <strong>of</strong> tourism<br />

and the problems <strong>of</strong> peripheral<br />

isolation exacerbated by poor<br />

transport links, all <strong>of</strong> which act<br />

as a barrier to economic<br />

development.
