Primary and Secondary School Participation<br />

Universal access to basic education and the achievement of primary education by the<br />

world s children is one of the Millennium Development Goals as well as one of the goals of<br />

A World Fit for Children. Education is a vital prerequisite for combating poverty,<br />

empowering women, protecting children from hazardous and exploitative labour, and from<br />

sexual exploitation, and for promoting human rights and democracy, protecting the<br />

environment, and influencing population growth.<br />

The indicators for primary and secondary school attendance include:<br />

Net intake rate in primary education<br />

Primary school net attendance ratio (adjusted)<br />

Secondary school net attendance ratio (adjusted)<br />

Female to male education ratio (or gender parity index [GPI]) in primary and<br />

secondary school<br />

The indicators of school progression include:<br />

Children reaching the last grade of primary school<br />

Primary school completion rate<br />

Transition rate to secondary school<br />

In Afghanistan, age 7 was the primary school entry age until the start of the July 2008 school<br />

year, when the school entry age became age 6 for primary school. Age 7 is considered as<br />

the primary school entry age in this report.<br />
