Primary and Secondary School Participation
Universal access to basic education and the achievement of primary education by the
world s children is one of the Millennium Development Goals as well as one of the goals of
A World Fit for Children. Education is a vital prerequisite for combating poverty,
empowering women, protecting children from hazardous and exploitative labour, and from
sexual exploitation, and for promoting human rights and democracy, protecting the
environment, and influencing population growth.
The indicators for primary and secondary school attendance include:
Net intake rate in primary education
Primary school net attendance ratio (adjusted)
Secondary school net attendance ratio (adjusted)
Female to male education ratio (or gender parity index [GPI]) in primary and
secondary school
The indicators of school progression include:
Children reaching the last grade of primary school
Primary school completion rate
Transition rate to secondary school
In Afghanistan, age 7 was the primary school entry age until the start of the July 2008 school
year, when the school entry age became age 6 for primary school. Age 7 is considered as
the primary school entry age in this report.
