years. The average age of all <strong>in</strong>sured is ris<strong>in</strong>g. At <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g of <strong>the</strong><br />

1980s, <strong>the</strong> proportion of <strong>the</strong> population with health <strong>in</strong>surance was<br />

30%. 11<br />

2.27 The proportion of <strong>the</strong> population with health <strong>in</strong>surance has risen<br />

significantly from 1997 to 2005. BUPA Ireland’s entry <strong>in</strong>to <strong>the</strong><br />

marketplace <strong>in</strong> January 1997 caused a significant <strong>in</strong>crease <strong>in</strong> total<br />

market<strong>in</strong>g effort by health <strong>in</strong>surers and this may expla<strong>in</strong> some of <strong>the</strong><br />

growth. The economy grew rapidly from 1998 to 2001, with<br />

accompany<strong>in</strong>g growth <strong>in</strong> <strong>the</strong> population and labour force and fall <strong>in</strong><br />

unemployment and this was probably also a cause of <strong>the</strong> growth <strong>in</strong><br />

demand for health <strong>in</strong>surance. Fur<strong>the</strong>rmore, <strong>the</strong> consumer research on<br />

health <strong>in</strong>surance shows that <strong>the</strong>re was a cont<strong>in</strong>ued perception among<br />

<strong>the</strong> public that <strong>the</strong> public health services were <strong>in</strong>adequate and that<br />

wait<strong>in</strong>g lists for admission to a public hospital for a public patient were<br />

long. 12<br />
