with <strong>in</strong>creased benefits and for maternity benefits. 92<br />

6.29 Concerns about wait<strong>in</strong>g periods may have an especially detrimental<br />

effect on older cohorts of PHI customers, who are far less likely to<br />

switch <strong>in</strong>surers than younger customers. 93 Statistically, older people<br />

have a greater likelihood of claim<strong>in</strong>g on a health <strong>in</strong>surance policy <strong>in</strong><br />

any one time period. As a consequence, older people may be less<br />

will<strong>in</strong>g to switch as <strong>the</strong>y perceive that <strong>the</strong>y run a greater risk of not<br />

be<strong>in</strong>g covered by health <strong>in</strong>surance due to wait<strong>in</strong>g periods.<br />

6.30 It is important for consumer <strong>in</strong>formation and awareness of switch<strong>in</strong>g<br />

that consumers are not under <strong>the</strong> impression that <strong>the</strong>y are <strong>in</strong> any way<br />

restricted from switch<strong>in</strong>g due to <strong>the</strong> need to serve extra wait<strong>in</strong>g<br />

periods. Consumers who have completed <strong>the</strong>ir wait<strong>in</strong>g period with one<br />

health <strong>in</strong>surer do not need to serve an additional wait<strong>in</strong>g period on<br />

switch<strong>in</strong>g to a similar plan with ano<strong>the</strong>r health <strong>in</strong>surer. Consumers who<br />

decide to switch dur<strong>in</strong>g <strong>the</strong>ir wait<strong>in</strong>g period only have to serve <strong>the</strong><br />

balance of <strong>the</strong>ir wait<strong>in</strong>g period with <strong>the</strong>ir new <strong>in</strong>surer. 94 However,<br />

consumers who switch to a plan, ei<strong>the</strong>r with <strong>the</strong>ir current <strong>in</strong>surer, or<br />

ano<strong>the</strong>r <strong>in</strong>surer, which provides a greater level of benefits, may have<br />

to serve an additional wait<strong>in</strong>g period to account for <strong>the</strong> extra benefits.<br />

Recommendation 9<br />

Pend<strong>in</strong>g <strong>the</strong> implementation of Recommendation 10,<br />

PHI companies should send out renewal notices to<br />

<strong>in</strong>sured persons one calendar month prior to <strong>the</strong><br />

renewal date. At a m<strong>in</strong>imum, <strong>the</strong>se renewal notices<br />

should give details of current PHI cover and cost of<br />

renewal of cover for a fur<strong>the</strong>r year, at what age <strong>the</strong><br />

<strong>in</strong>sured can avail of reduced premiums, and<br />

<strong>in</strong>formation on wait<strong>in</strong>g periods.<br />

6.31 Informed consumers make better decisions about <strong>the</strong> products and<br />

services which best suit <strong>the</strong>ir needs and desires. Without useful,<br />

accessible <strong>in</strong>formation, consumers are unable to accurately assess <strong>the</strong><br />

merits of compet<strong>in</strong>g products. The HIA <strong>Market</strong> Review found that 46%<br />

of health <strong>in</strong>surance consumers positively agreed that <strong>the</strong>re was<br />

sufficient <strong>in</strong>formation available for consumers to compare plans from<br />

different <strong>in</strong>surers, although, perhaps unsurpris<strong>in</strong>gly, only 21% of nonconsumers<br />

of PHI reached <strong>the</strong> same conclusion.<br />

6.32 Less than half of PHI consumers feel <strong>the</strong>re is sufficient <strong>in</strong>formation to<br />

allow for useful comparisons of PHI plans. Greater attention <strong>the</strong>refore<br />

needs to be paid to provid<strong>in</strong>g actual and potential consumers of PHI<br />

with simple, comprehensible and accessible <strong>in</strong>formation about PHI<br />

plans offered by each of <strong>the</strong> PHI firms operat<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>Irish</strong> market.<br />
