The <strong>in</strong>surance companies should work with <strong>the</strong><br />

Authority to draft a Switch<strong>in</strong>g Code for PHI which<br />

would, <strong>in</strong> a brief, clear and def<strong>in</strong>itive manner, detail<br />

<strong>the</strong> rights and duties of consumers, outgo<strong>in</strong>g health<br />

<strong>in</strong>surers and <strong>in</strong>com<strong>in</strong>g health <strong>in</strong>surers dur<strong>in</strong>g <strong>the</strong><br />

switch<strong>in</strong>g process.<br />

6.49 In May 2006, Vhi <strong>Health</strong>care held an estimated 35% market share of<br />

<strong>the</strong> multi-trip travel <strong>in</strong>surance market, compris<strong>in</strong>g a total of 250,000<br />

members. 99 This market share was achieved hav<strong>in</strong>g entered <strong>the</strong> multitrip<br />

travel <strong>in</strong>surance market <strong>in</strong> February 2004. With Vhi <strong>Health</strong>care<br />

membership stand<strong>in</strong>g at over 1.5 million, this implies that<br />

approximately 16% 100 of Vhi <strong>Health</strong>care members also hold Vhi<br />

<strong>Health</strong>care multi-trip travel <strong>in</strong>surance.<br />

6.50 Vhi <strong>Health</strong>care travel <strong>in</strong>surance is only available to members of Vhi<br />

<strong>Health</strong>care. If consumers cancel <strong>the</strong>ir PHI policy, <strong>the</strong>ir Vhi MultiTrip<br />

travel <strong>in</strong>surance policy, if <strong>the</strong>y have one, is also automatically cancelled<br />

without refund. 101 On <strong>the</strong> o<strong>the</strong>r hand, where a company decides to<br />

switch its PHI Group Scheme, it may keep its Bus<strong>in</strong>ess Travel<br />

<strong>Insurance</strong> policy, but <strong>the</strong> cost of <strong>the</strong> travel <strong>in</strong>surance policy will<br />

<strong>in</strong>crease. 102<br />

6.51 Accord<strong>in</strong>g to <strong>the</strong> MultiTrip travel <strong>in</strong>surance policy document, “This Multi<br />

Trip Travel Policy is only available to Vhi <strong>Health</strong>care Members who hold<br />

a current Vhi <strong>Health</strong>care Hospital Plan, which <strong>in</strong>corporates cover for<br />

eligible medical emergencies overseas under Vhi Assist.” 103<br />

Accord<strong>in</strong>gly, coverage is segmented between <strong>the</strong> core PHI plan and <strong>the</strong><br />

travel <strong>in</strong>surance plan. Traditionally, travel <strong>in</strong>surance policies have<br />

offered comprehensive medical and non-medical benefits. More<br />

recently, travel <strong>in</strong>surance providers have begun offer<strong>in</strong>g “add-on”<br />

travel <strong>in</strong>surance plans to consumers which take <strong>in</strong>to account <strong>the</strong>ir preexist<strong>in</strong>g<br />

PHI policy. Vhi <strong>Health</strong>care’s ty<strong>in</strong>g practices <strong>in</strong>hibit holders of<br />

Vhi <strong>Health</strong>care PHI plans from switch<strong>in</strong>g to o<strong>the</strong>r private health<br />

<strong>in</strong>surers.<br />

6.52 Vhi <strong>Health</strong>care’s cancellation policy acts as a barrier to switch<strong>in</strong>g.<br />

Consumers are unlikely to switch if <strong>the</strong> sav<strong>in</strong>gs generated by mov<strong>in</strong>g to<br />

ano<strong>the</strong>r PHI provider and ano<strong>the</strong>r travel <strong>in</strong>surance provider fail to<br />

exceed <strong>the</strong> value of <strong>the</strong> rema<strong>in</strong><strong>in</strong>g travel <strong>in</strong>surance premium.<br />

6.53 Switch<strong>in</strong>g would be facilitated, and consumer welfare <strong>in</strong>creased, if <strong>the</strong><br />

l<strong>in</strong>k between Vhi <strong>Health</strong>care’s multi-trip travel <strong>in</strong>surance product and<br />
