Academic Board<br />

The Academic Board is established<br />

under the <strong>University</strong> Act and in Statute<br />

4.1 – Academic Board. It <strong>report</strong>s directly<br />

to Council and its primary functions are<br />

‘… the supervision and development <strong>of</strong><br />

all academic activities <strong>of</strong> the <strong>University</strong>,<br />

including the maintenance <strong>of</strong> high<br />

standards in teaching and research;<br />

and communication with the academic<br />

community through the faculties and<br />

departments...’ The President <strong>of</strong> the<br />

Academic Board is an elected position with<br />

a term <strong>of</strong> <strong>of</strong>fice <strong>of</strong> two years.<br />

The Standing Committees <strong>of</strong> the Board<br />

<strong>report</strong> to the Board on matters relating to<br />

their terms <strong>of</strong> reference after each meeting.<br />

The Academic Board meets on a monthly<br />

basis and in <strong>2007</strong> met eleven times from<br />

February to December.<br />

CoRPorate Changes<br />

Since the 1990s the structure <strong>of</strong> the<br />

<strong>University</strong> has undergone pr<strong>of</strong>ound change,<br />

commencing with an amalgamation<br />

between the <strong>University</strong> and the <strong>Melbourne</strong><br />

College <strong>of</strong> Advanced Education followed<br />

later by the integration <strong>of</strong> the Hawthorn<br />

Institute <strong>of</strong> Education into the Faculty <strong>of</strong><br />

Education. In 1992, the Victorian College<br />

<strong>of</strong> Agriculture and Horticulture affiliated<br />

with the <strong>University</strong> and over the course <strong>of</strong><br />

2005, the <strong>University</strong> finalised arrangements<br />

to relinquish the teaching <strong>of</strong> Vocational<br />

Education and Training courses, previously<br />

<strong>of</strong>fered through the Institute and Faculty,<br />

to specialist TAFE providers at various<br />

campuses. The Faculty <strong>of</strong> Land and Food<br />

Resources now concentrates its efforts on<br />

the delivery <strong>of</strong> higher education teaching<br />

and research programs.<br />

The Victorian College <strong>of</strong> the Arts (VCA)<br />

became a faculty <strong>of</strong> the <strong>University</strong> with<br />

effect from 1 January <strong>2007</strong>, having been<br />

affiliated with the <strong>University</strong> since 1991.<br />

Until <strong>2007</strong>, it was a largely autonomous<br />

institution with its own Act <strong>of</strong> Parliament,<br />

Council and Director (Chief Executive),<br />

although its students were enrolled in<br />

courses approved by the <strong>University</strong>’s<br />

Academic Board and received degrees from<br />

the <strong>University</strong>.<br />

Both parties, the <strong>University</strong> and the VCA,<br />

are signatories to a Heads <strong>of</strong> Agreement<br />

which sets out at a high level the basis<br />

on which any integration is to proceed<br />

including a guarantee <strong>of</strong> previous<br />

funding levels over the first five years <strong>of</strong><br />

integration. An Integration Implementation<br />

Committee maintained oversight <strong>of</strong><br />

progress towards integration during <strong>2007</strong><br />

and made a favourable final <strong>report</strong> to the<br />

DEST Collaboration and Structural Reform<br />

Fund in September <strong>2007</strong> against key<br />

performance indicators. The <strong>University</strong><br />

Council established a VCA Integration<br />

Committee to continue to monitor progress<br />

and it <strong>report</strong>ed to the <strong>University</strong>’s Council<br />

in December <strong>2007</strong> that the integration<br />

process had been completed on time and<br />

was successful at the operational level.<br />

Some outstanding strategic planning<br />

matters remain to be addressed at a later<br />

date which will be monitored by the VCA<br />

Integration Committee. In the course<br />

<strong>of</strong> the last two years the <strong>University</strong> has<br />

divested its various Hawthorn English<br />

Language Schools on the basis that<br />

they were no longer considered as core<br />

business. Towards the end <strong>of</strong> <strong>2007</strong>, the<br />

<strong>University</strong> concluded negotiations for<br />

the sale by UMEE Ltd <strong>of</strong> the last <strong>of</strong> the<br />

Hawthorn English Language teaching<br />

businesses. The sale comprised the<br />

Hawthorn-<strong>Melbourne</strong> School and a<br />

franchise in Oman. The franchise in<br />

Singapore was discontinued.<br />

FACUlties<br />

In <strong>2007</strong>, the <strong>University</strong> comprised 12<br />

faculties together with a School <strong>of</strong> Graduate<br />

Studies, the School <strong>of</strong> Enterprise and the<br />

<strong>Melbourne</strong> Business School (the latter<br />

being an affiliated institution).<br />
