Incidents Requiring<br />

Notification to WorkSafe<br />

The <strong>University</strong> <strong>report</strong>ed six dangerous<br />

occurrences and 19 serious injuries to<br />

WorkSafe Victoria in accordance with the<br />

incident notification requirements <strong>of</strong> the<br />

Occupational Health and Safety Act 2004 (Vic).<br />

Table 5 provides a summary <strong>of</strong> notifiable<br />

dangerous occurrences and Table 6<br />

provides a summary <strong>of</strong> notifiable serious<br />

injuries which occurred at the <strong>University</strong><br />

during <strong>2007</strong>.<br />

Each <strong>of</strong> these incidents has been<br />

investigated and corrective and preventative<br />

actions have been instigated to prevent or<br />

reduce the risk <strong>of</strong> reoccurrence.<br />

External Occupational Health<br />

and Safety Management System<br />

(OHSMS) Audits<br />

Certification <strong>of</strong> the <strong>University</strong>’s OHSMS<br />

to Initial Level SafetyMAP (4th edition) is<br />

one <strong>of</strong> the requirements <strong>of</strong> the <strong>University</strong>’s<br />

workers’ compensation self-insurance<br />

license which is regulated by WorkSafe<br />

Victoria. During <strong>2007</strong> Lloyds Register<br />

Quality Assurance conducted two external<br />

audits to verify that the <strong>University</strong>’s<br />

OHSMS conforms to the requirements<br />

<strong>of</strong> SafetyMAP. A scheduled nine-monthly<br />

surveillance audit was undertaken in<br />

February <strong>2007</strong>.<br />

A second three-yearly re-certification audit<br />

was undertaken in August–September <strong>2007</strong>.<br />

The auditors reviewed the <strong>University</strong>’s<br />

operations located at Parkville, Burnley,<br />

Creswick, Shepparton and Southbank. No<br />

<strong>University</strong>-wide non-conformances were<br />

issued during this audit. Ten local nonconformances<br />

were issued in relation to<br />

inadequate local implementation <strong>of</strong> the<br />

<strong>University</strong>’s OHSMS.<br />

All local non-conformances against<br />

SafetyMAP audit criteria were brought back<br />

into conformance in December <strong>2007</strong> and<br />

the <strong>University</strong> was issued a new SafetyMAP<br />

certificate valid until September 2010.<br />

Internal Occupational Health and Safety<br />

Management System (OHSMS) Audits<br />

A program <strong>of</strong> internal audits <strong>of</strong> the<br />

<strong>University</strong>’s OHSMS against the criteria<br />

<strong>of</strong> Initial Level SafetyMAP (4th edition)<br />

continued throughout <strong>2007</strong>. During <strong>2007</strong><br />

over 1900 criteria were audited across<br />

all academic and administrative divisions<br />

<strong>of</strong> the <strong>University</strong> and a number <strong>of</strong> its<br />

controlled entities. Overall the <strong>University</strong><br />

achieved less than two per cent nonconformances<br />

and three per cent requires<br />

correction findings. Auditees were required<br />

to develop action plans to address all<br />

adverse audit findings, and progress was<br />

monitored by the internal auditors.<br />

Consultative Framework<br />

Employees continue to be represented<br />

by elected and trained employee Health<br />

and Safety Representatives in designated<br />

workgroups across the <strong>University</strong>. There<br />

were approximately 80 elected employee<br />

Health and Safety Representatives<br />

holding <strong>of</strong>fice during <strong>2007</strong>. Each Faculty<br />

and Budget Division has an established<br />

Environment Health and Safety (EHS)<br />

Committee. Membership <strong>of</strong> these<br />

committees includes both employer and<br />

employee representatives. The employee<br />

representatives on Faculty and Budget<br />

Division EHS Committees are generally<br />

elected Health and Safety Representatives.<br />

The <strong>University</strong>-wide Occupational<br />

Health and Safety Committee (OHSC)<br />

membership consists <strong>of</strong> equal numbers<br />

employer and employee representatives<br />

elected from the <strong>University</strong>’s Health and<br />

Safety Representatives. One new Health<br />

and Safety Representative was elected<br />

to the OHSC during <strong>2007</strong>. The OHSC met<br />

four times during <strong>2007</strong>, with minutes <strong>of</strong><br />

the meetings published on the <strong>University</strong>’s<br />

web site.<br />

6. SuMMary <strong>of</strong> Regulations<br />

The <strong>University</strong> administers Statutes<br />

and Regulations <strong>of</strong> the <strong>University</strong> and<br />

Resolutions <strong>of</strong> the Council, in accordance<br />

with the provisions <strong>of</strong> the <strong>Melbourne</strong><br />

<strong>University</strong> Act 1958. The Statutes,<br />

Regulations and Resolutions are substantial<br />

and varied and too numerous to summarise.<br />

They are recorded in three volumes <strong>of</strong><br />

<strong>University</strong> publications. A copy <strong>of</strong> the<br />

Statutes, Regulations and Resolutions may<br />

be inspected in the Baillieu Library <strong>of</strong> the<br />

<strong>University</strong>, or may be viewed on the web at<br />

www.unimelb.edu.au\Statutes<br />
