The explanatory notes for Law 32/2004 expla<strong>in</strong> that co-adm<strong>in</strong>istration functions “basically<br />

represent the <strong>in</strong>volvement <strong>of</strong> Regions or Villages, <strong>in</strong>clud<strong>in</strong>g their people, <strong>in</strong> delegated<br />

tasks or authority from the [central] Government or regional governments to implement a<br />

governmental matter <strong>in</strong> a specific area.”<br />

Article 30 states that the President can temporarily remove the Head <strong>of</strong> Region from <strong>of</strong>fice<br />

if he/she is accused <strong>of</strong> committ<strong>in</strong>g a crim<strong>in</strong>al act carry<strong>in</strong>g a penalty <strong>of</strong> at least five years <strong>in</strong><br />

prison. The President can permanently dismiss the Head <strong>of</strong> Region if he/she is convicted <strong>of</strong><br />

such a crime <strong>in</strong> a court <strong>of</strong> law.<br />

Article 31 states that the President can temporarily remove the Head <strong>of</strong> Region from <strong>of</strong>fice<br />

if he/she is accused <strong>of</strong> engag<strong>in</strong>g <strong>in</strong> such acts.
