GOAL PFS-1: Continue to provide high quality services, facilities and infrastructure while balancing this with efficient<br />
resource management.<br />
PFS-1.1: Develop and implement a 5-year Capital Improvement Program (CIP).<br />
Update it annually. Include Auditor, Assessor, key Dept. Heads, and Council<br />

perceived overcrowding at the elementary schools.<br />
