Development Corporation (NRDC),
which is the business arm of DENR.
Please be informed that the Chief, Forest
Protection and Law Enforcement Unit at
the time of evaluation was designated
only on May 2004. Records of
seizure/confiscation and apprehension of
forest product and conveyances prior to
be his designation are nowhere to be
found. The fact is, the now CENRO was
only reactivated as such in January 2002
after being relegated by the PENRO as a
mere PENRO extension office. Hence,
all records of confiscation were with the
Legal Officer at the PENRO. The
predicament was aggravated when the
PENRO Legal Officer retired from the
Government Service at the middle part
last year (2005) and the untimely death
of the Legal Aide (Secretary) without
them turning over to the Office the
records/case folders of all those brought
to the Office compound (both vehicles
and lumber) for impoundment.
With or without record of seizures, all
confiscated logs/lumber and
conveyances stored at the PENRO/
CENRO compound should be properly
protected. As discussed in the report,
these were left exposed to element
accelerating their deterioration.
Moreover, effort should be exerted to
retrieve confiscation records to facilitate
their disposal.
On storage for confiscated logs/lumber
It is true that indeed some of this
confiscated forest products are in the
process of deterioration. Under the forest
protection activity, no activity or
allotment is given for the construction of
shed houses….Even if we do, very little
amount is set aside for forest protection
activities and this will further be drained
if used in the construction of shed
houses.
The team calls the attention of DENR
higher offices on this concern taking into
account the best interest of the
government.
With regards to the disposition through
donation or public auction of those no
identified claimant confiscated forest
products, there had been in fact some
