• Actually residing within or
adjacent to the areas to be
awarded.

• Physical and financial
status vis a vis expected
outputs based on fund
expenditures

• An NGO with juridical status
registered under the SEC,
DOLE and/or the CDA;
accredited by the DENR
Regional Office concerned;
has adequately-trained
manpower with sufficient
financial resources; has
technical capability in
implementing the M & E
requirements; with integrity
and commitment to
environmental, social and
community development
issues; and are classified under
the following:
‣ Academe-Based
Organization
‣ Professional Organization
‣ PO-Based Cooperatives
‣ Other non-profit
organizations
• NGOs based in the region
where the project site is
located is preferred especially
with the added good track
record as an organization in
similar or related projects.
• Satisfactory
accomplishments on:
‣ Baseline survey
‣ Site inspection to
determine actual
project status
‣ Assessment of the
benefits accruing to
the community
resulting from project
activities
‣ Structured surveys
assessing impact of
the project in the area
• Review procedures were in
accordance with DENR
MC 99-17
