2 ADMINISTRATION<br />
2.1 THE CONTROLLING BODIES<br />
2.1.1 Administration <strong>of</strong> Rules<br />
2.1.1.1 Subject to the provisions <strong>of</strong> the Code, the<br />
bodies with authority and responsibility for<br />
the administration <strong>of</strong> Rules regulating the<br />
conduct <strong>of</strong> competitions and recreational<br />
activity in all disciplines are as follows:<br />
a) FIM - World Championships and FIM<br />
Prize Events as they are defined in<br />
the Code,<br />
b) MA:<br />
i) International meetings, other<br />
than World Championship and<br />
FIM Prize Events,<br />
ii) <strong>Australia</strong>n championships,<br />
iii) MA series,<br />
iv) <strong>Australia</strong>n Record attempts,<br />
v) Events which have a course<br />
traversing more than 1 State,<br />
vi) Support events at World<br />
Championships.<br />
c) SCBs - All other competitions and<br />
recreational activity within the<br />
territorial borders <strong>of</strong> their state<br />
unless permission has been granted<br />
by the SCB within the territory <strong>of</strong> the<br />
proposed event for another SCB to<br />
permit the activity.<br />
2.1.2 Agreements for Conduct <strong>of</strong> the <strong>Sport</strong><br />
2.1.2.1 Subject to these Rules, any Controlling<br />
Body may enter into agreements or<br />
arrangements with any 1 or more <strong>of</strong> the<br />
other, and with any Promoter, for the<br />
conduct <strong>of</strong> competitions.<br />
2.1.2.2 If any such agreement or arrangement:<br />
a) Includes FIM, and<br />
b) Is for the conduct <strong>of</strong> a meeting<br />
which includes both International<br />
and National events, these Rules<br />
will apply to the National events<br />
conducted at the meeting, but in<br />
all other respects the FIM Rules<br />
will apply and be binding on all<br />
participants.<br />

2.1.3 Conflict between Code and Rules<br />
2.1.3.1 If these Rules and the Code are in conflict<br />
in relation to any matter to which both<br />
apply, the Code will prevail over these<br />
Rules.<br />
2.2 COMMISSIONS<br />
2.2.1 Establishment <strong>of</strong> Commissions<br />
2.2.1.1 The following are the Commissions <strong>of</strong> the<br />
sport:<br />
a) Road Racing,<br />
b) Motocross and Supercross,<br />
c) Speedway,<br />
d) Enduro,<br />
e) Moto-Trials,<br />
f) Historic Road Racing,<br />
g) Classic Motocross and Classic Dirt<br />
Track,<br />
h) Junior <strong>Sport</strong> and Development,<br />
i) Dirt Track, Track, Supermoto and<br />
Quads.<br />
2.2.2 Functions & Membership <strong>of</strong> Commissions<br />
2.2.2.1 The functions <strong>of</strong> the Commissions are to:<br />
a) Assist, advise, and be responsible<br />
to the Board and to act in the best<br />
interests <strong>of</strong> MA and the sport,<br />
b) Prepare and propose any<br />
amendments to these Rules, or any<br />
by-laws, so as to ensure the orderly<br />
conduct <strong>of</strong> competitions, and<br />
c) Assist and advise each other and<br />
any Committee <strong>of</strong> the Board.<br />
2.2.2.2 The members <strong>of</strong> the Commissions will be<br />
appointed by the Board. The terms and<br />
conditions <strong>of</strong> appointment <strong>of</strong> members <strong>of</strong><br />
Commissions will be determined by the<br />
Board.<br />
2.2.2.3 In appointing members <strong>of</strong> Commissions,<br />
the Board must have regard to:<br />
a) The advancement and welfare <strong>of</strong> the<br />
<strong>Sport</strong> and <strong>of</strong> the relevant discipline,<br />
b) The need to appoint skilled and<br />
experienced persons to the<br />
Commissions.<br />
