9 NATIONAL OFFICIALS ACCREDITATION SCHEME<br />
9.1 Officials BACKGROUND<br />
One <strong>of</strong> the recognised keys to the future <strong>of</strong><br />
motorcycle sport is the development and training <strong>of</strong><br />
<strong>of</strong>ficials.<br />
9.1.1 Establishment<br />
9.1.1.1 The National Officials Accreditation<br />
Scheme aims to:<br />
a) Increase confidence and<br />
competence in <strong>of</strong>ficiating ability.<br />
b) Improve communication skills.<br />
c) Promote progressive improvement in<br />
<strong>of</strong>ficiating knowledge and expertise.<br />
d) Provide a credible education and<br />
training process to attract new<br />
<strong>of</strong>ficials and retain existing ones.<br />
e) Ensure a uniform approach to<br />
<strong>of</strong>ficiating throughout the country.<br />
9.2 LEVELS OF ACCREDITATION<br />
9.2.1 Level O - Basic Orientation Level<br />
9.2.1.1 In the case where a person does not have<br />
any accreditation, they are recognised as<br />
Level O, and are therefore only qualified<br />
to act as an assistant whilst in training or<br />
assisting at a meeting.<br />
9.2.2 Level 1 - Club Level<br />
9.2.2.1 In order to act as an <strong>of</strong>ficial at club<br />
level, prospective <strong>of</strong>ficials are to<br />
complete a written assessment. The<br />
written assessment is available for<br />
Club Secretaries to distribute or may be<br />
obtained from SCBs.<br />
9.2.2.2 The completed written assessment must be<br />
endorsed by the <strong>of</strong>ficial’s Club Secretary,<br />
stating the person has competently<br />
performed duties at club level.<br />
9.2.2.3 The completed written assessment and<br />
licence application are to be returned to<br />
the relevant SCB for processing<br />
9.2.2.4 Applicants complete this written<br />
assessment in their own time and may<br />
refer to their GCRs. The questionnaire<br />
comprises 20 multiple choice questions.<br />
This written assessment needs to be<br />
successfully completed by persons<br />

wishing to become, an accredited <strong>of</strong>ficial.<br />
9.2.2.5 Generally, all current <strong>of</strong>ficials are<br />
automatically graded at Level 1<br />
unless application is made for higher<br />
accreditation.<br />
9.2.3 Level 2 - Inter Club/Zone Level<br />
9.2.3.1 To attain this level <strong>of</strong>ficials are required<br />
to attend a seminar and successfully<br />
complete the assessment requirements.<br />
9.2.3.2 The seminars are designed to be practical<br />
by nature.<br />
9.2.3.3 Level 2 is the lowest level for accreditation<br />
<strong>of</strong> a Steward.<br />
9.2.3.4 Applications for Level 1 and 2<br />
accreditation are generally, reviewed by<br />
the SCB Manager. If there is any doubt<br />
as to the experience <strong>of</strong> the applicant, the<br />
application may be referred to the State<br />
Officials’ Review Panel for final approval.<br />
9.2.4 Level 3 - National Event/State<br />
Championship Level<br />
9.2.4.1 As with Level 2, <strong>of</strong>ficials are required<br />
to attend a seminar and successfully<br />
complete the written assessment.<br />
9.2.4.2 All Level 3 applications are reviewed by<br />
the State Officials’ Review Panel before<br />
being granted accreditation at this level.<br />
9.2.5 Level 4 - National Championship Level<br />
9.2.5.1 To achieve Level 4 accreditation as a<br />
Steward, Referee and Clerk <strong>of</strong> Course,<br />
applicants must attend a Key Officials<br />
Seminar conducted by MA every 4<br />
years and successfully complete the<br />
assessment requirements.<br />
9.2.5.2 Level 4 accreditation for all positions<br />
other than those listed in the previous<br />
GCR is awarded by the National Officials<br />
Subcommittee.<br />
9.2.5.3 Level 4 <strong>of</strong>ficials are required to attend<br />
seminars to retain their accreditation.<br />
9.2.6 International (FIM) Accreditation<br />
9.2.6.1 This includes senior <strong>of</strong>ficials at<br />
international level.<br />
9.2.6.2 To be accredited at the International<br />
level, an applicant must hold Level 4<br />
