k) Do any act, publish any document<br />
and make any declaration, not<br />
inconsistent with these Rules, which<br />
is necessary for the fair and proper<br />
conduct <strong>of</strong> the meeting,<br />
l) Authorise any operational <strong>of</strong>ficial to<br />
compete in any event in the meeting.<br />
2.5.7 Race Secretary<br />
2.5.7.1 The Race Secretary is responsible for<br />
the organisation and management <strong>of</strong> a<br />
meeting and for those purposes:<br />
a) Must comply with the instructions <strong>of</strong><br />
the Steward and the Clerk <strong>of</strong> Course,<br />
b) May publish notices and documents<br />
as directed,<br />
c) May ensure that operational <strong>of</strong>ficials<br />
are informed <strong>of</strong> their functions and<br />
duties and properly equipped,<br />
d) Must provide the Steward with a<br />
copy <strong>of</strong> the program and the results<br />
<strong>of</strong> events conducted at the meeting.<br />
2.5.8 Operational <strong>of</strong>ficials<br />
2.5.8.1 In carrying out their duties, operational<br />
<strong>of</strong>ficials must:<br />
a) At the beginning <strong>of</strong> the meeting<br />
report to the Clerk <strong>of</strong> the Course for<br />
instructions,<br />
b) Only use apparatus authorised under<br />
these Rules,<br />
c) Provide the Clerk <strong>of</strong> Course with<br />
reports as required,<br />
d) Comply with the directions and<br />
instructions <strong>of</strong> the Steward/Referee<br />
and the Clerk <strong>of</strong> Course.<br />
2.5.8.2 Operational <strong>of</strong>ficials must carry out their<br />
functions to the best <strong>of</strong> their abilities and<br />
in accordance with these Rules.<br />
2.5.8.3 Officials must be paid such fees, expenses<br />
and allowances as are prescribed from<br />
time to time.<br />
2.5.9 Eligibility Scrutineer<br />
2.5.9.1 An eligibility Scrutineer is a person<br />
appointed by the RCB or the Promoter<br />
at a meeting comprising <strong>of</strong> events for<br />
historic or classic machines. The eligibility<br />
Scrutineer has the authority to determine<br />
whether entered machines comply with<br />
the relevant eligibility regulations.<br />
2.5.10 Specialist Sub-committees<br />
2.5.10.1 A Controlling Body may appoint specialist<br />
Sub-committees for the following<br />

purposes:<br />
a) To examine any machine to<br />
determine if the machine, or the<br />
class or group <strong>of</strong> machines <strong>of</strong> which<br />
the machine is an example, is<br />
eligible to compete,<br />
b) To issue, in respect <strong>of</strong> any machine,<br />
any log book or other record <strong>of</strong><br />
eligibility,<br />
c) To direct the issue <strong>of</strong> a replacement<br />
log book for any machine, and<br />
d) To grant any exemption, in respect <strong>of</strong><br />
any machine, class or period group<br />
<strong>of</strong> machines, for the use <strong>of</strong> any part<br />
or parts as provided for under these<br />
Rules.<br />
2.5.10.2 The relevant Commission will, unless<br />
otherwise determined in by-laws, be the<br />
specialist Sub-committee for each SCB.<br />
2.5.10.3 Specialist Sub-committees will be<br />
appointed for such term and upon such<br />
conditions as the Controlling Body<br />
determines.<br />
2.5.10.4 A specialist Sub-committee may have<br />
expertise in more than 1 discipline <strong>of</strong> the<br />
sport.<br />
2.5.10.5 A determination <strong>of</strong> a specialist Subcommittee<br />
applies to, and binds:<br />
a) The owner or entrant <strong>of</strong> any<br />
machine,<br />
b) Any subsequent owner or entrant.<br />
2.5.11 Juries<br />
2.5.11.1 Subject to the following 2 Rules, an RCB<br />
may appoint, in addition to, or in lieu <strong>of</strong>,<br />
a Steward, a jury which must comprise a<br />
President and at least 2 members.<br />
2.5.11.2 If a meeting is in Speedway:<br />
a) A jury may not be appointed in lieu <strong>of</strong><br />
the Referee,<br />
b) The functions <strong>of</strong> a jury are to hear<br />
and determine any protest against<br />
any decision or determination <strong>of</strong> the<br />
Referee.<br />
2.5.11.3 No person may be a member <strong>of</strong> a jury<br />
unless that person is:<br />
a) Appointed in writing by the RCB<br />
under this Rule, and<br />
b) A Steward.<br />
2.5.11.4 The RCB may appoint to a jury, such<br />
persons as it thinks have sufficient<br />
expertise to be members <strong>of</strong> a jury.<br />
