7.4.1.7 To assist individual competitors, clubs,<br />
Promoters, SCBs, and other interested<br />
parties wherever possible in their specialty<br />
<strong>of</strong> the sport.<br />
7.5 Commission Terms <strong>of</strong> Reference<br />
7.5.1.1 Commissions may consider:<br />
a) <strong>Sport</strong> specific items only, that<br />
is, those that do not affect other<br />
disciplines,<br />
b) Budget,<br />
c) Technical,<br />
d) National Team Selection,<br />
e) International Programs,<br />
f) Other Development.<br />
7.5.2 Responsibilities <strong>of</strong> the Commissions<br />
7.5.2.1 To be responsible to the Board and to act<br />
in the best interests <strong>of</strong> MA and the <strong>Sport</strong>.<br />
7.5.2.2 To keep minutes <strong>of</strong> all Commission<br />
meetings.<br />
7.5.2.3 To prepare and propose Rules and/or rule<br />
amendments.<br />
7.5.2.4 To assist and advise other Commissions<br />
and Committees.<br />
7.5.2.5 To initiate appropriate strategies to<br />
ensure the development <strong>of</strong> the particular<br />
discipline <strong>of</strong> the sport.<br />
7.5.2.6 Where these strategies involve policy<br />
change, the matter must be referred to<br />
the Board<br />
7.5.2.7 To foster the conduct <strong>of</strong> National<br />
Championships and International<br />
competition.<br />
7.5.2.8 To provide a report in writing to the Board<br />
annually.<br />
7.5.2.9 To report as required to the Board.<br />
7.5.2.10 To prepare and maintain a discipline<br />
specific strategic plan.<br />
7.5.2.11 To advise the Board on matters <strong>of</strong> policy<br />
relevant to commission discipline.<br />
7.5.3 Meetings <strong>of</strong> the Commissions<br />
7.5.3.1 All meetings and communication between<br />
Commission members shall be held on an<br />
“as needed” basis and as decided by the<br />
Board, but generally 1 meeting per year in<br />
person and at other times by phone linkup,<br />
email or facsimile.<br />
7.5.3.2 Communication with the Commissions<br />
will be through the Commissions and<br />
Committees Manager, at the MA Office.<br />
7.5.4 Casual Vacancies<br />
7.5.4.1 Upon being advised <strong>of</strong> the impending<br />
absence <strong>of</strong> a Commissioner from a meeting<br />
(including teleconferences) the Board<br />
may appoint a casual replacement.<br />
7.5.4.2 The term <strong>of</strong> the replacement is not to<br />
exceed the absence <strong>of</strong> the incumbent<br />
Commissioner.<br />
7.5.5 Powers <strong>of</strong> the <strong>Sport</strong>ing Commissions<br />
7.5.5.1 To recommend GCR rule changes only<br />
after full consultation with the SCBs and<br />
relevant state sporting Sub-committees.<br />
Communication must be through MA to<br />
the SCBs and then to the relevant state<br />
sporting Sub-committees.<br />
7.5.5.2 To deal with matters within their discipline,<br />
(subject to the overriding control <strong>of</strong><br />
the Board), in accordance with the<br />
Constitution. The Board may refer<br />
matters back to the Commissions for<br />
reconsideration.<br />
7.5.5.3 To select teams for international<br />
competitions.<br />
7.5.5.4 The process required to effect a change<br />
<strong>of</strong> these Rules is shown on the page<br />
following<br />
Thinking about Rule changes?<br />
If you believe a rule should be changed or<br />
a new rule added, you can have your say<br />
by working through your Club to propose<br />
amendments and/or additions.<br />
Proposals for changes can be sent to your<br />
SCB or direct to MA. Their addresses are at<br />
the front <strong>of</strong> this book.<br />
The most successful applications are when<br />
the proposer includes the new wording for an<br />
existing rule, or where a new rule should sit<br />
in the structure <strong>of</strong> this book, and includes a<br />
rationale on why the rule should be changed<br />
or added.<br />
