The consumption charge is the charge for the quantity of water used in each quarterly period as determined by the meter. The following rates

1.3 WATER CONSTRUCTION FLAT RATE CHARGE
All commercial and residential property owners shall pay a flat rate charge for water consumed during the construction process. The
charge shall be calculated on the gross square meter of floor space of the building as follows:
